The Dept. of Education developed the National Student Loan Data System (NSLDS) to provide good data to ensure that program funds are awarded appropriately and loans are repaid promptly. This report addresses schools' use of NSLDS. Specifically, it (1) determines the extent to and purposes for which schools are using NSLDS; (2) identifies any problems these schools are having and the benefits they are getting from using the system; (3) determines why some schools are not using NSLDS; and (4) describes the extent to which the Dept. of Education is taking or plans to take steps to ensure that schools are fully using NSLDS.

Title IV of the Higher Education Act (HEA) authorises the major federal student aid programs, including the student loan programs, which are the largest source of aid for students. In FY2000, the Federal Family Education Loan (FFEL) programs and the Federal Direct Student Loan (DL) program supported an estimated $33.1 billion in new loan volume. Several types of loans are available: Federal need-based subsidised Stafford loans (under which the government pays the interest while the borrower is in school, a grace period of deferment); unsubsidised Stafford loans; Federal PLUS loans (for parents of undergraduate students); and Federal Consolidation loans. Overall, student loan volume has been increased in recent years, from $24 billion in FY1994 to $33 billion in FY2000. The number of loans being made has increased over the same period going from 6,483,000 to 8,618,000. The average amount that individual students are borrowing in any given year has not increased as dramatically. This new book examines important issues related to this cornerstone of American higher education.

This report presents data on default rates within two major federal student loan programs, the Federal Direct Loan Program (FDLP) and the Federal Family Education Loan Program (FFELP). Data from the National Student Loan Data System for 1997 and 1998 indicate that, overall, direct and guaranteed student loan programs had similar default rates--6.6 percent for FDLP and 6.7 percent for FFELP. They also had similar default rates when the comparisons emphasized type of school. Within FDLP, default rates differed substantially between nonconsolidated and consolidation loans for two of four repayment options (standard and income contingent repayment). Although reasons for these differences were unclear, student loan experts said the results often reflected differences in the overall credit-worthiness of borrowers who used the various options. The Department of Education used several means to ensure proper FDLP loan servicing and collection (monitoring requirements, independent monitoring, and external assessments). Appended are data on study scope and methodology; cohort default rates for FDLP an FFELP borrowers by type of school, cohort years 1997 and 1998; data on FDLP nonconsolidated and consolidation loans in repayment; data on FDLP consolidation loans in repayment, by borrower risk; and comments from the U.S. Department of Education.
