Excerpt from The Impact of Federal Taxes Common prudence might dictate the postponement Of any book Of this sort until the war is over, and we can view in retrospect the wisdom Of the changes in the federal tax system enacted to meet the needs Of this greatest emergency. A scholar could delay his judgments, but in this case a legis lator and a businessman cannot. Taxes must be collected and paid day after day. A decision in Congress even to main ta1n the status quo will have great repercussions. A'determi nation to lower an exemption here; to increase a rate there; to add this new Victory tax or that spendings tax to the sys tem affects vitally the family and business lives Of millions Of people. Expediency and gross revenues produced are poor guides to fairness in taxation, even in wartime. The government owes it to itself to encourage citizens to produce to maxi mum capacity.'a badly designed tax system, however much it may yield, can be a serious brake on incentive. Ours, with the best intentions, IS beginning to function as a brake today. Hence, it is certainly worth while to consider, as best we can, how a fairer and more adequate tax system may be con structed which will be as little harmful as possible to the economy we fight to preserve. Excerpt from Essays in Federal Taxation The investigation of the Federal tax system now being undertaken by the Ways and Means Committee assumes that there is, or may be, something seriously wrong with the Federal tax system. This as sumption would command general agreement, and I would not quar rel with it. The committee has drawn up a long list of aspects of Federal taxation about which it is commonly claimed that something is wrong. These aspects of the tax system will be discussed by experts. The function of the contributors to the introductory section of this study is, as I see it, to suggest what might be wrong with the Federal tax system. What are the standards by which each of the numerous aspects of the tax system should be judged? What do we expect from the tax system that it may not be providing for us? Tax Fairness And Folk Justice written by Steven M. Sheffrin and has been published by Cambridge University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2013-10-31 with Business & Economics categories.

Much of the discussion of tax fairness today focuses on distribution - who gets what. But this is too limited a focus. To the average person, tax fairness means something else: primarily receiving benefits commensurate with the taxes one pays, being treated with basic respect by the law and the tax authorities, and respecting legitimate efforts to earn income. The average person is not totally indifferent to inequality, but concerns for redistribution are moderated by the extent to which income and wealth have been perceived to be earned through honest effort. This book demonstrates how an understanding of "folk justice" can deepen our understanding of how tax systems actually work and how they might potentially be reformed.

The Ideologies Of Taxation written by Louis Eisenstein and has been published by Harvard University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2010-04-30 with Business & Economics categories.

Originally published in 1961, The Ideologies of Taxation is a classic of taxationÑa long-unavailable volume that remains uniquely applicable today. Louis Eisenstein starts from the idea that the tax system in a democracy is shaped by competing factions, each seeking to minimize its burden. Because few people are convinced by appeals to self-interest, factions must give reasons, which are skillfully elaborated into systems of belief or ideologies. EisensteinÕs aim is to examine (and debunk) three major ideologies used to justify various reforms of the tax system. The ideology of ability holds that taxes should be apportioned based on ability to pay and that this is properly measured by income or wealth. The ideology of deterrents is concerned with high taxes on private enterpriseÑlow and flat taxes are desired lest the wealthy reduce their work efforts and savings. The ideology of equity is focused on equal treatment of similarly situated individuals. Eisenstein shows, with sharp wit and an instinct for the jugular, how each of these ideologies is plagued with contradictions, incompleteness, and, in some cases, self-serving claims.

The Submerged State written by Suzanne Mettler and has been published by University of Chicago Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2011-08-31 with Political Science categories.

“Keep your government hands off my Medicare!” Such comments spotlight a central question animating Suzanne Mettler’s provocative and timely book: why are many Americans unaware of government social benefits and so hostile to them in principle, even though they receive them? The Obama administration has been roundly criticized for its inability to convey how much it has accomplished for ordinary citizens. Mettler argues that this difficulty is not merely a failure of communication; rather it is endemic to the formidable presence of the “submerged state.” In recent decades, federal policymakers have increasingly shunned the outright disbursing of benefits to individuals and families and favored instead less visible and more indirect incentives and subsidies, from tax breaks to payments for services to private companies. These submerged policies, Mettler shows, obscure the role of government and exaggerate that of the market. As a result, citizens are unaware not only of the benefits they receive, but of the massive advantages given to powerful interests, such as insurance companies and the financial industry. Neither do they realize that the policies of the submerged state shower their largest benefits on the most affluent Americans, exacerbating inequality. Mettler analyzes three Obama reforms—student aid, tax relief, and health care—to reveal the submerged state and its consequences, demonstrating how structurally difficult it is to enact policy reforms and even to obtain public recognition for achieving them. She concludes with recommendations for reform to help make hidden policies more visible and governance more comprehensible to all Americans. The sad truth is that many American citizens do not know how major social programs work—or even whether they benefit from them. Suzanne Mettler’s important new book will bring government policies back to the surface and encourage citizens to reclaim their voice in the political process.
