The 1990s were marked by democratic reforms throughout Africa, which went in tandem with decentralization reforms. The chapters of the volume all highlight the gradual changes that have taken place since. Long-term structural uncodified factors – be it societal, economic, geographic, demographic – seem to have interacted with the constitutional clauses introduced during the reforms. Some chapters look at how decentralization slowly gave way to recentralization because none of the new subnational entities were politically and economically strong enough to balance off the center; some look at how inherent deficiencies in infrastructure and personnel at the subnational level brought the central government back in; some look at how different subnational units ended up working differently due to differences in demographic and social factors; some look at how uncodified factors came to determine how national politics functioned; some look at how decentralization created new conflicts between ethnic groups competing for the control of the new entities; some look at how decentralization blew new life into traditional authorities. For two decades now, experiences in decentralization and federalization have been in progress in many countries, particularly in Sub Saharan Africa. How can these processes be understood and improved? Focusing on four Sub-Saharan countries (Burkina Faso, Ghana, Kenya and Senegal), this volume applies an original approach to address such questions. No attempt is made to transpose an ideal Western model - which does not exist. Here, decentralization is viewed as a sequential process, implying choices that are the sole responsibility of the country concerned. For each of the four countries, the authors provide a diagnosis of how decentralization is organized in practice and compare this with the institutional architecture adopted. This analysis of the gaps separating what is formally targeted and what has been achieved on the ground suggests possible directions for reform. A guide for analyzing decentralized policies is proposed, which is useful to help identify the issues at stake, point out stumbling blocks and ensure the coherence of decisions on decentralization.

Decentralization reforms introduced to Africa in the 1990s have not always delivered the intended long-term outcomes. This is a collection on the consequences of these reforms two decades on. In addition to general and comparative overviews, the book contains case studies on Ghana, Senegal, Zimbabwe, Namibia, Ethiopia, and Uganda. The common theme across the chapters is that the reforms seem to have engendered political consequences beyond decentralization itself – mostly through interaction with the broader historical, political, social, and economic context. The book thus speaks both to the scholarly literature (on decentralization, democratization, and development) and to the community of development practitioners. Most of the literature on decentralization and development emphasizes questions of institutional design and policy, but here the harder-to-pin-down political patterns marking the workings of decentralization are the main focus of analysis. The debates on development, through the case studies, are connected to the scholarly literatures on comparative federalism, comparative decentralization, and local democracy. The main conclusion that emerges from the studies in the book is that no magic formula that can turn countries into peaceful, stable, and prosperous democracies overnight exists. Furthermore, there are risks involved in importing formal institutions without regard to the local historical, political, social, and economic context. This collection of essays assesses the efforts of African governments to constitutionalise decentralisation, be it in the form of federalism, local government or traditional authorities. Since the end of the Cold War jurisdictions across Africa have witnessed an ostensible return to multi-party democracy within the paradigm of constitutionalism and the rule of law. Linked to the democratisation process, many countries took steps to decentralize power by departing from the heavily centralized systems inherited from colonial regimes. The centralization of power, typically characterized by the personalization and concentration of power in the hands of leaders and privileged elites in capital cities, mostly resulted in repressive regimes and fragile states. As decentralisation is a response to these challenges, this volume analyses the dynamic relationship between the efforts to implement decentralization and presence or absence of constitutionalism. This volume examines a variety of forms and degrees of decentralization found across Africa. It advances a new understanding of trends and patterns and facilitates the exchange of ideas among African governments and scholars about the critical role that decentralisation may play in democratization of and constitutionalism in Africa.

This book takes a closer look at the role and meaning of political opposition for the development of democracy across sub-Saharan Africa. Why is room for political opposition in most cases so severely limited? Under what circumstances has the political opposition been able to establish itself in a legitimate role in African politics? To answer these questions this edited volume focuses on the institutional settings, the nature and dynamics within and between political parties, and the relationship between the citizens and political parties. It is found that regional devolution and federalist structures enable political opposition to organize and gain local power, as a supplement to influence at the central level. Generally, however, opposition parties are lacking in organization and institutionalization, as well as in their ability to find support in civil society and promote the issues that voters find most important. Overall, strong executive powers, unchecked by democratic institutions, in combination with deferential values and fear of conflict, undermine legitimate opposition activity. Thus, this essay explores the extent at which decentralisation has contributed to fighting corruption in the sub-Sahara. Overwhelmed by bad governance, an eyesore of poverty and disease, the relics of prolong corruption and misrule have pushed developing countries in sub-Saharan Africa and their counterparts, the World Bank (WB) and International Monetary Fund (IMF) into political, administrative and economic reforms. Since the 1990s, decentralisation has been a key policy instrument advocated and favoured by governments, donor countries, civil society and international institutions to engender good governance. Many countries in Africa have speedily implemented political, administrative and fiscal decentralisation within the last three decades (Conyers 2007; Dickovick and Wunsch 2014). The primary or perhaps the profound motivation for the wave of decentralisation around the world, particularly in sub-Saharan, is based on the conceptual argument that it offers potential benefits. According to proponents, in a decentralised governance system where power and resources are devolved, services will increase alongside efficiency. Productive and economic growth will inhibit rent-seeking, encouraging downward accountability to promote civic participation in decision-making. This will eventually alleviate poverty and reduce corruption. It is expected that where these goals are achieved, the level of human development index will rise in sub-Saharan Africa. In spite of the hypothetical rationale for adopting decentralised policy, there are several scholars and academics that are pessimistic and cynical about the concept. Tulchin et al. (2004) for instance, argues that due to the complex and fluid nature of decentralisation, it is highly unlikely to determine the actual outcome against expectation. To qualify this statement, Wunsch (2008) writes that evidence of decentralisation across Africa over the years has been frustrating. However, some evidence suggests that there have been improvement in service delivery in certain countries within this region. Although Conyers (2007:27) caution that is it hard to ascertain whether decentralisation contributed to the progress.

The trend toward greater decentralization of governance activities, now accepted as commonplace in the West, has become a worldwide movement.
