"When insurgent groups challenge powerful states, defeat is not always inevitable. Increasingly, guerrilla forces have overcome enormous disadvantages and succeeded in extending the period of violent conflict, raising the costs of war, and occasionally winning. Noriyuki Katagiri investigates the circumstances and tactics that allow some insurgencies to succeed in wars against foreign governments while others fail. Adapting to Win examines almost 150 instances of violent insurgencies pitted against state powers, including in-depth case studies of the war in Afghanistan and the 2003 Iraq war. By applying sequencing theory, Katagiri provides insights into guerrilla operations ranging from Somalia to Benin and Indochina, demonstrating how some insurgents learn and change in response to shifting circumstances. Ultimately, his research shows that successful insurgent groups have evolved into mature armed forces, and then demonstrates what evolutionary paths are likely to be successful or unsuccessful for those organizations."--Publisher's Web site.

Intergovernmental agreements are an important instrument in federal systems, establishing new social programs, regulating agricultural practices, and even changing constitutions. Despite their importance, there have only been limited attempts to understand agreements in a comparative context or to provide a theoretical framework for their study. This book addresses both of these deficiencies by comparing the use of agreements in six federations (Australia, Canada, Germany, South Africa, Switzerland and the United States) and considering why certain federations form more agreements than others. Parker analyzes the data using an institutional framework that considers the effects of seven variables, including the constitutional division of powers, the system of intergovernmental transfers, the size of the welfare state and the nature of governing institutions. In addition, the study provides the first ever comparative database of national intergovernmental agreements — a new resource for future research. This book will be of interest to students and scholars of Political Science, Federalism, Government, Political Institutions, Political Theory and Comparative Politics.

Federalism: The Australian Experience offers readers a first-hand insight into one of the oldest federations in the world by an Australian expert, Prof Cheryl Saunders. The Australian Constitution is approaching its centenary and it is expected that students of political science, constitutional law, fiscal federalism and practitioners will in the years to come show a growing interest in how the constitution and practice are adapting to the demands of the 21st century. From a South African point of view, studies on Australian federalism have been somewhat neglected over the years. This is unfortunate and we hope that this publication will generate more interest in the subject. Some of the issues that could be of interest to South African researchers are for instance the treatment of indigenous people and efforts to accommodate their demands for land; the operation of the Commonwealth Grants Commission and its impact on policy, and the functioning of intergovernmental relations between the federal and state governments and also between state and local governments and between state governments themselves.

To what degree are relations between orders of government regularized by formal agreement or informal practice? What roles do constituent governments have in negotiation and implementation of international treaties? In 2005 a Harvard conference honoured Paul Weiler, originally from Thunder Bay, Ontario, who drafted the Notwithstanding Clause of the Canadian Charter of Rights and Freedoms and created the Canada Program at Harvard University. Weiler's Notwithstanding Clause saved the floundering constitutional talks that eventually rebuilt Canada upon the Charter of Rights and Freedoms. In Part One of this book, Weiler lucidly describes his very Canadian legal philosophy, spelling out his original intent in drafting the clause. Joining Harvard in 1979, he set up a Canada Program that has provided the image of Canada held by many future leaders. He reenergized the languishing Mackenzie King Endowment for Canadian Studies and soon Mackenzie King visiting professors were teaching everything from Canadian economics to Canadian aboriginal history. After Weiler's address at the 2005 conference, past Mackenzie King professors spoke on Canada; the second part of this book contains their essays. Many discuss constitutional law or politics but discussions range from economic nationalism to water rights. Readers interested in what Harvard students learn about Canada will find these essays intriguing. Weiler's Canada Program is expansively multidisciplinary and this book is a respectful tribute to both Weiler and to Canada. Contributors include Thomas S. Axworthy (Queen's University), Albert Breton, Alan Cairns, John C. Courtney, Angela Fraschini, John F. Helliwell, Haifang Huang, Richard Johnston, Elena Kagan (Dean of Harvard Law School), Randall Morck (University of Alberta), Joy Parr, Anthony Scott, Laurier Turgeon, and Paul Weiler.

Market Rules written by Douglas Brown and has been published by McGill-Queen's Press - MQUP this book supported file pdf, txt, epub, kindle and other format this book has been release on 2003 with Business & Economics categories.

Federalism is about dividing and sharing government, often in complex ways that involve some tasks being done jointly. Are federal systems capable of effective joint policy-making? Is this possible in the fast-moving context of globalization? In Market Rules Douglas Brown examines these questions through a comparative study of Australia and Canada, looking at recent major reforms to the economic union in the two federations and comparing them with the evolving European Union (EU). Brown argues that internal barriers to trade and competition in these countries were significant obstacles to competition in the global economy and shows that the old market rules were rooted in longstanding political and regional compromises. He describes the process of detailed and difficult intergovernmental collaboration required for the EU, and now Canada and Australia, to produce new market rules. The resulting reforms created new regimes that provide deeper and broader national economic integration in Canada and Australia than in the EU. The new rules entrench neo-liberal values, retaining some room for diversity and flexibility for equity goals. Built on a careful analysis of the differences and similarities in political economy, constitutional design, federal culture, and history of intergovernmental relations in Canada and Australia, Market Rules provides fresh evidence that federal states can be strong and autonomous in the global society, while underscoring the conditions for effective collaboration that make this sustainable. Rich in detail, broad in scope, Market Rules makes a significant contribution to knowledge about federalism and economic policy-making in the era of globalization.

Federalism In Canada And Australia written by Bruce Hodgins and has been published by Wilfrid Laurier Univ. Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 1978 with History categories.

This book is a comparison of the history and politics of two sister societies, comparing Canada with Australia, rather than, as is traditional, with the United Kingdom or the United States. It is representative of a particular interest in promoting more contact and exchange among Canadian and Australian scholars who were investigating various features of the two societies. Because some of them were individually involved in aspects of federalist studies, an examination of the early evolution of federalism in what once were the two sister dominions seemed quite an appropriate area in which to begin comparisons. The book discusses Canadian federalism from about 1864 to 1880 and Australian federalism from about 1897 to 1914. It examines the background and changes wrought on early Canadian federalism and early Australian federalism.
