La fiscalità locale costituisce uno straordinario cantiere nel quale vengono sperimentati nuovi tipi di prelievo (Ici, Imu, Tarsu, Tares, Tia, Tasi, Iuc, ecc.) e sono ripensati modelli gestori degli stessi (accertamento e riscossione). La pesante riduzione dei trasferimenti erariali assegna inoltre ai tributi locali una notevole rilevanza costituendo strumenti imprescindibili per perseguire obbiettivi di politica fiscale. In questo contesto, particolare interesse suscitano le disposizioni in materia di prelievo di scopo previste dalle disposizioni in materia di federalismo fiscale, rendendo evidente agli occhi dei contribuenti il collegamento tra imposte e spese (realizzazione di opere pubbliche e di investimenti pluriennali nei servizi sociali, “finanziamento degli oneri derivanti da eventi particolari quali flussi turistici e mobilità urbana”, ecc.). Le nuove disposizioni in materia di gestione dei tributi nella fase dell’accertamento e della riscossione (per il tramite di Equitalia o altri soggetti gestori o in caso di gestione diretta) pongono nuovi interrogativi anche alla luce della difficile attuazione della legge n. 42 del 2009. Il volume, coordinato da Antonio Uricchio, Rettore dell’Università degli Studi di Bari Aldo Moro, raccoglie gli atti del convegno tenuto a Bari il 1° ottobre 2013 dedicato agli scenari della fiscalità locale tra modelli gestori e nuovi strumenti di prelievo. I contributi di docenti, amministratori e funzionari degli enti locali, consentono di mettere a fuoco complesse problematiche contribuendo a definire un quadro complessivo in larga parte ancora incerto.
