Following a congressional directive in its FY 2006 Appropriations Act, the National Science Foundation asked the STEP Board to "propose a plan for administering prizes to individuals or teams that achieve novel solutions to specified social or research needs or capitalize on recognized research opportunities." A committee under the STEP Board concluded that an ambitious program of innovation inducement prize contests would be a sound investment in strengthening the infrastructure for U.S. innovation and that NSF, although inexperienced, is well suited to designing an experimental program that could add substantially to understanding regarding the appropriate goals of such contests, the motivations of participants and sponsors, and the rules and conditions that contribute to successful contests. The committee recommends that NSF start off with a series of small-scale prizes ($200K - $2M) in diverse areas while beginning to plan for much more ambitious contests ($3M-$30M) that would address significant economic or social challenges and be conducted over several years. The report addresses many of the generic issues that arise in administering innovation prize contests (types of contests, eligibility to participate, disposition of intellectual property rights, and decisions regarding awards) and explores 7 research and technology fields that might lend themselves to prize contests.

The future security, economic growth, and competitiveness of the United States depend on its capacity to innovate. Major sources of innovative capacity are the new knowledge and trained students generated by U.S. research universities. However, many of the complex technical and societal problems the United States faces cannot be addressed by the traditional model of individual university research groups headed by a single principal investigator. Instead, they can only be solved if researchers from multiple institutions and with diverse expertise combine their efforts. The National Science Foundation (NSF), among other federal agencies, began to explore the potential of such center-scale research programs in the 1970s and 1980s; in many ways, the NSF Engineering Research Center (ERC) program is its flagship program in this regard. The ERCs are "interdisciplinary, multi-institutional centers that join academia, industry, and government in partnership to produce transformational engineered systems and engineering graduates who are adept at innovation and primed for leadership in the global economy. The UK has the potential to be world leader in innovation. The strength of UK universities and the wider knowledge base is a national asset being the most productive in the G8. But the challenges are great. To succeed in the global innovation economy, the UK must strengthen its ability to accelerate the commercialization of emerging technologies, and to capture the value chains linked to these. We have already made clear our commitment by maintaining the annual £4.6 billion budget for science and research programmes, with £150 million each year support university-business interaction. The UK's universities are increasingly collaborating with each other and with external organization to develop and commercialise knowledge, last year securing over £3 billion from external sources. This paper outlines a series of measures to make it easier for individuals, businesses and the public sector to innovate alone or in partnership. As part of a package of support the Government is relaunching the popular Smart brand and will increase the funding to the Technology Strategy Board. Research Councils UK will establish a principles-based framework for the treatment and submission of multi-institutional funding bids. Also the Government will continue to look for other ways to encourage more relationships between universities and business and will work with NESTA to establish a price centre to run, design and facilitate new inducement prices. The Government has also commissioned independent groups of academics and publishers to review the availability of published research, and to develop action plans for making this freely available. It will also create an Open Data Institute to develop semantic web technologies.
