Foreign direct investment (FDI) into the financial sectors of emerging economies soared during the 1990s, leaving many countries with banking sectors owned primarily by foreign institutions. While the implications of FDI into emerging markets are well documented, less clearly understood is how the host countries are affected by financial sector FDI specifically. An understanding of this relationship is crucial for countries formulating policy with respect to foreign banks. This article argues that many lessons learned from work on FDI into manufacturing and primary resource industries apply directly to host-country financial sectors. The author provides evidence on such themes as technology transfers, productivity spillovers, wage effects, macroeconomic growth, and fiscal policy to show that financial sector FDI into emerging markets generally has positive effects on the host countries. In banking and finance specifically, she argues that financial sector FDI can potentially strengthen institutional development through improvements to regulation and supervision.

It explains the reasons for Ireland s success and identifies the key steps in the history. The analysis is carried out in terms of the role of the Irish government policy in promoting foreign direct investment. Without the influence of foreign direct investment inflows, the economy would not have grown to the extent as it has. This paper will also show how important foreign direct investment is for the Irish economy in the future. The paper describes several theories about foreign direct investment. It addresses the advantages and disadvantages. More in depth this paper investigates the determinants of financial services sector investments abroad. Introduction: O Connor and Forde (2003) refer to George Bernard Shaw, who quipped in the 1930s, that he hoped to be in Ireland on the day the world ended, because the Irish were always 50 years behind the times. Over 70 years later, the same can not be said. With an economy growing at a rate consistently above the EU average, Ireland is one of the most favoured locations for foreign direct investment in Europe by multinational corporations. Ireland has been transformed over the recent years. It has witnessed an economic miracle. There has been significant discussion in the business, academic, and popular press about the Celtic Tiger . Since 1987, there has been a sustained and well-balanced economic boom. This remarkable performance has been in complete contrast to the former development since the foundation of the state in 1922. The boom has changed the country. Ireland has become one of the leading European countries in economic development. One major reason for the success was the change in legislation and thus, a huge increase of foreign direct investment in Ireland followed by economic growth and wealth. This paper introduces a comprehensive database on bank ownership for 137 countries over 1995-2009, and reviews foreign bank behavior and impact. It documents substantial increases in foreign bank presence, with many more home and host countries. Current market shares of foreign banks average 20 percent in OECD countries and 50 percent elsewhere. Foreign banks have higher capital and more liquidity, but lower profitability than domestic banks do. Only in developing countries is foreign bank presence negatively related with domestic credit creation. During the global crisis foreign banks reduced credit more compared to domestic banks, except when they dominated the host banking systems.

Emerging markets frequently feature strong economic growth but also unique risks - political instability, legal uncertainty and corruption - which constitute barriers to foreign direct investment (FDI). This study analyzes empirically whether superior investment profiles of recipient countries matter for German FDI in addition to typical determinants such as labor costs, level of income and market openness. The specifics of banking FDI are also examined, notably the impact of incipient banking crises abroad and the risk-mitigating property of multilateral development banks acting as stakeholders in individual FDI projects.
