This paper examines the evolution of monetary policy frameworks of the Association of Southeast Asian Nations (ASEAN)-5 economies, with particular focus on changes since the Asian financial crisis and the more recent period of unconventional monetary policies in advanced economies. Monetary policy frameworks of the ASEAN-5 economies have on the whole performed well since the crisis, delivering both price and financial stability during a period of significant domestic and regional transformation and global macroeconomic and financial turmoil. Not surprisingly, therefore, successful outcomes in most cases entailed significant changes to operating frameworks and refinement of policy objectives.

Financial markets are given to instability, but some financial systems are more crisis-prone than others. Natasha Hamilton-Hart's historically grounded investigation of central banks, governments, and private bankers in Southeast Asia helps explain why. Focusing on Indonesia, Malaysia, and Singapore, she shows how the long-term development and internal attributes of central banks and state financial institutions shape their interactions with private bankers and influence their ability to manage the financial sector.The politics of finance in Southeast Asia is understudied, Hamilton-Hart contends, and central banks themselves virtually ignored. Yet central banks play a pivotal role in determining a country's vulnerability to regional and global financial pressures such as the currency and financial crises of the late 1990s. Southeast Asian central bankers were major players in the events surrounding these upheavals. Countries in the region experienced the economic chaos in different ways, however, as the central banks of Indonesia, Malaysia, and Singapore drew upon different institutional capacities and legacies. Asian States, Asian Bankers brings new case material to the field of political economics and delineates the operation of central banks and their roles in the monetary and financial policies of three Southeast Asian states. This book investigates the impact of both real and financial integration to growth and to welfare, and to enquire whether increases in either or both forms build the linkage between the real and financial economy. It contributes to the following two areas: (1) Research of economic developments in East Asia, the most dynamic and populous region in the world, in itself is important for researchers, policy makers, journalists, business people and others. East Asia’s economic developments influence peoples’ lives not only in East Asia but also in other parts of the world. (2) Many aspects of East Asian experiences in economic development are unique, making research of East Asia attractive and important to discern mechanisms of economic development. The first part of this study begins with chapters that address the measurement of regional integration compared with the engagement with the global economy and how this influences the aggregate behavior of the economies. The second part turns to consideration of the financial sector and the efficiency and performance of banking in the region. This allows a discussion whether, in the current crisis, the banking sector was an important channel of financial shock into real behavior. The third part turns to the corporate sector. Using data on firms, type of finance used by firms, its impact on their performance, and ownership structure influence over the productivity growth are discussed. Based on the findings, the book presents several policy recommendation and future research agenda for further economic integration in East Asia.

This paper examines the impact of financial market development and liberalization on money demand behavior in Indonesia, Malaysia, Singapore, and Thailand since the early 1980s. The empirical results indicate continuing instability in the interaction of money growth, economic activity, and inflation. Rapid growth and ongoing changes in financial markets suggest that policy needs to be guided by a wider set of monetary and real sector indicators of inflationary pressures. The feasibility of alternative policy frameworks--including nominal exchange rate targets, and inflation targets--is discussed in the context of the substantial and sustained increase in foreign capital inflows.
