World Bank Technical Paper No. 275.This paper summarizes the experience gained from nine countries participating in the Africa Road Maintenance Initiative (RMI)--Cameroon, Kenya, Madagascar, Nigeria, Rwanda, Tanzania, Uganda, Zambia, and Zimbabwe. The author concludes that commercialization is the key to road maintenance reform: bring roads into the marketplace, put them on a fee-for-service basis, and manage them like a business instead of a bureaucracy.Commercialization requires four complementary reforms: - Ownership--involve road users in management to win public support for more road spending- Financing--secure an adequate and stable flow of funds - Responsibility--identify all those involved in the operation and clarify the responsibilities of each - Management--introduce sound business practices and strengthen managerial accountability.The RMI, launched by the United Nations Economic Commission for Africa and the World Bank, has spent the past six years working with African countries to identify the underlying causes of poor road maintenance policies and develop an agenda for reforming them. The initiative attempts to put the management and financing of roads on a sustainable long-term basis.

This paper attends to institutional challenges Sub-Saharan Africa (SSA) faces in its attempt to capture private finance for transport infrastructure management. The paper starts with an exposition of the state of the road network in SSA, identifying a major gap in investment. This gap is partly attributed to the worldwide notion that roads are a public good. This notion is not consistent with history, the paper argues. The first engineered roads were mainly private, and improvements in technology should allow roads to be treated as a private good that can be subjected to market forces of demand and supply. Where demand is high, road space should be packaged and taken to the marketplace. The domestic capital market in SSA is however dismally capitalized. Further, the international market considers the region too risky. An emerging wave of infrastructure sovereign bond is identified as a way to leverage international finance and lower the risk level of major projects in the region. The paper however cautions that engaging the international market, and infrastructure asset management entities, demands a transformation of transport institutions in the region. The requisite institutional transformation is discussed, guided by a model of institutional change, and using data on transport institutions of SSA in the last fifty years. In conclusion, the paper remarks that institutional change is a gradual process and the character of this change should inform any quest for private finance.

Sub-Saharan Africa (SSA) needs to invest 1.5-2.0 percent of its gross domestic product (GDP) on roads annually, over at least five years, which amounts to typically a threefold increase in spending. Otherwise the road network will continue to pose a major impediment to achieving the first goal of the Millennium Development Goals (MDGs): halving income poverty estimate of 1990 by the year 2015. However, transport is but one of the sectors yearning for increased public funding; there is competition from sectors like health and education. It is therefore imperative that the much needed finances are drawn from the private sector. This paper explores ways of capturing private finance, and management expertise, for road network management. The paper starts with an exposition of the relationship between roads and equitable economic growth in SSA. The state of the SSA road network is then discussed. It is observed that all-weather roads constitute only approximately one quarter of the network. The poor state of the network is attributed to the widespread notion that roads are a public good. It is argued that this is a delusion that must be dispelled. A change in attitude would make the heavily trafficked roads attractive to private finance; create fiscal space for low volume roads; and subsequently lead to a sustainable road network. The future of domestic equity and debt markets - key drivers of private infrastructure financing - is explored. Lessons on enhancing SSA domestic markets are drawn from Asia. The paper then presents emerging success stories in private road financing in Africa. Benefits of maturity in private infrastructure financing, based on the UK experience, are outlined. The paper concludes that road space should be treated as a private good, subject to market forces of demand and supply. Recent research suggests that isolation from regional and international markets has contributed significantly to poverty in many Sub-Saharan African countries. Numerous empirical studies identify poor transport infrastructure and border restrictions as significant deterrents to trade expansion. In response, the African Development Bank has proposed an integrated network of functional roads for the subcontinent. Drawing on new econometric results, the authors quantify the trade-expansion potential and costs of such a network. They use spatial network analysis techniques to identify a network of primary roads connecting all Sub-Saharan capitals and other cities with populations over 500,000. The authors estimate current overland trade flows in the network using econometrically-estimated gravity model parameters, road transport quality indicators, actual road distances, and estimates of economic scale for cities in the network. Then they simulate the effect of feasible continental upgrading by setting network transport quality at a level that is functional, but less highly developed than existing roads in countries like South Africa and Botswana. The authors assess the costs of upgrading with econometric evidence from a large World Bank database of road project costs in Africa. Using a standard approach to forecast error estimation, they derive a range of potential benefits and costs. Their baseline results indicate that continental network upgrading would expand overland trade by about $250 billion over 15 years, with major direct and indirect benefits for the rural poor. Financing the program would require about $20 billion for initial upgrading and $1 billion annually for maintenance. The authors conclude with a discussion of supporting institutional arrangements and the potential cost of implementing them.
