Inhaltsangabe:Einleitung: Die stark exportabhängige Bundesrepublik Deutschland steht 2009 infolge der weltweiten Finanzmarkt- und Wirtschaftskrise und des damit verbundenen Nachfrageeinbruchs in der voraussichtlich schwersten Rezession ihrer Geschichte. Nach dem Zusammenbruch verschiedener Großbanken sowie namhafter Unternehmen, sorgen die daraus resultierenden Verwerfungen für große Unsicherheit, und eine tiefgreifende Vertrauenskrise zwischen den Marktteilnehmern. Zusätzlich üben Banken neben den Regelungen von Basel II Zurückhaltung. Die Neukreditvergabe wurde restriktiver, die Anforderungen an Kreditnehmer bezüglich Bonität und Sicherheiten sind gestiegen und Unternehmen kommen häufig nur noch unter erschwerten Bedingungen und zu gestiegenen Konditionen zur Kreditaufnahme. Insbesondere die eigenkapitalschwache mittelständische Wirtschaft , steht vor großen Problemen, wenn es darum geht, die nötige Liquidität zu sichern um Investitionen zu tätigen oder die laufende Geschäftstätigkeit sicher zu stellen. Hinzu kommen realwirtschaftliche Auswirkungen in Form von massiven Auftragsrückgängen, Umsatzeinbrüchen und Forderungsausfällen, die dazu führen, dass der Mittelzufluss aus dem operativen Geschäft versiegt. Die Bonität verschlechtert sich und Banken kürzen die Kreditlinien. Das insgesamt daraus resultierende verschlechterte Zahlungsverhalten im deutschen Mittelstand mit seiner existenziellen Relevanz, droht sich durch einen weiteren Anstieg der Überschuldungsquoten bei Verbrauchern zu verschärfen und die Forderungsausfällen erhöhen sich abermals. ‘Cash ist Trumpf, Liquidität entscheidet über Sein oder Nichtsein’. Vor diesem Hintergrund beschloss die Bundesregierung, neben dem bereits bestehenden vielfältigen Angebot des Bundes und der Länder, zur Förderung der Wirtschaft und insbesondere des Mittelstandes, eine Reihe von weiteren Maßnahmen. Mit den Konjunkturpakten I (Beschäftigungssicherung durch Wachstumsstärkung) und dem Konjunkturpaket II (Pakt für Beschäftigung und Stabilität in Deutschland) soll der Krise kurzfristig begegnet werden, um Arbeitsplätze und die Investitionsfähigkeit der Betriebe zu sichern, Mittel für Investitionen in Zukunftsbereiche zu erhöhen, Bildung zu gewährleisten, Arbeitnehmer besser zu qualifizieren und Privathaushalte und Betriebe langfristig zu entlasten.
