The productivity of the U.S. work force is a primary determinant of the standard of living of the U.S. population. Worker productivity is affected by many factors, including the education and skills of the work force. This handbook highlights several measures of productivity and education, and addresses the link between these two sets of measures. The handbook provides data on the following subjects: the trends in worker productivity and the contribution of education; the economic consequences of education for individuals; educational achievement; adult literacy; and the training of labor force participants. The data suggest that American workers are more productive, on average, than workers in any other country; however, worker productivity in several industrialized countries is gradually catching up to that in the U.S. The education of the work force is growing more rapidly in other countries than in the U.S. Although the U.S. leads almost every other industrialized country in college attainment, and the academic achievement of American students has been improving in recent years, U.S. students still tend to lag behind students in other countries with respect to some measures of achievement, particularly in mathematics and science. Finally, when compared with other countries that have tested literacy, the U.S. has a higher concentration of adults who score at the lowest literacy levels. Sixteen figures are included. (LMI)

Education is a source of national pride in Lebanon. When the general public was asked how the education system was performing, 76 percent of respondents had a positive opinion; and these satisfaction rates have been consistently high over the years. However, perception of education quality does not reflect the reality of the sector; and learning outcomes, which are the determining metrics of success in education, have been lower than the international average, with a declining trend since 2007. This volume seeks to uncover why the education system in Lebanon is not reaching its full potential. It uses a political economy approach to study the drivers and factors that guide education operations to produce and utilize education outcomes. This includes the study of context, stakeholders, and processes that shape education policies, institutions, and activities. It also aims to identify enablers of and constraints on policy change and implementation, as well as the achievement of results. In this context, the analysis encompasses how education policies are developed; how education consumables—such as curricula, textbooks, and learning materials—are produced, distributed, and used by learners; how education services are delivered and monitored; and how achieved results are measured. It includes the identification of the most influential actors in the education arena, as well as their vested interests. It also examines unfavorable frameworks for action that are likely to block the adoption of reforms and delay or derail their implementation. The system-level analysis presented in this volume used a mixed-method approach. Qualitative and quantitative analyses were conducted based on a review and analysis of more than 1,900 research papers, articles, and books; laws and policies; expenditures; trends; and enrollment and outcome indicators. Primary methods of inquiry were also used and included interviews, focus group discussions, and a household-based perception survey.

Every year, the World Bank’s World Development Report (WDR) features a topic of central importance to global development. The 2018 WDR—LEARNING to Realize Education’s Promise—is the first ever devoted entirely to education. And the time is right: education has long been critical to human welfare, but it is even more so in a time of rapid economic and social change. The best way to equip children and youth for the future is to make their learning the center of all efforts to promote education. The 2018 WDR explores four main themes: First, education’s promise: education is a powerful instrument for eradicating poverty and promoting shared prosperity, but fulfilling its potential requires better policies—both within and outside the education system. Second, the need to shine a light on learning: despite gains in access to education, recent learning assessments reveal that many young people around the world, especially those who are poor or marginalized, are leaving school unequipped with even the foundational skills they need for life. At the same time, internationally comparable learning assessments show that skills in many middle-income countries lag far behind what those countries aspire to. And too often these shortcomings are hidden—so as a first step to tackling this learning crisis, it is essential to shine a light on it by assessing student learning better. Third, how to make schools work for all learners: research on areas such as brain science, pedagogical innovations, and school management has identified interventions that promote learning by ensuring that learners are prepared, teachers are both skilled and motivated, and other inputs support the teacher-learner relationship. Fourth, how to make systems work for learning: achieving learning throughout an education system requires more than just scaling up effective interventions. Countries must also overcome technical and political barriers by deploying salient metrics for mobilizing actors and tracking progress, building coalitions for learning, and taking an adaptive approach to reform.

Abstract: "Loening investigates the impact of human capital on economic growth in Guatemala during 1951-2002 using an error-correction methodology. The results show a better-educated labor force having a positive and significant impact on economic growth. Consistent with microeconomic studies for Guatemala, primary and secondary education are most important for productivity growth. These findings are robust while changing the conditioning set of the variables, controlling for data issues and endogeneity. Due to an environment of social and political conflict, however, total factor productivity has been slightly negative for the past decades, and there is evidence of a missing complementarily between the country's skills and its technology base. The author presents a growth-accounting framework which takes into account quality changes of physical capital, and differentiates by level of education. It shows that the human capital variables explain more than 50 percent of output growth. Of these, secondary schooling is the predominant determinant of growth."--World Bank web site.

​While the analysis is not the first to investigate empirically the effects of different individual or household factors on school access and completion of Ghanaians, it extends previous work by simultaneously incorporating individual, household, community, regional and national characteristics and also illustrates the latest evidence by applying international data sources and unusually detailed household survey data for a sub-Saharan country. Its focus is threefold: (i) gaining a richer understanding of which external influences hinder educational access and attainment in Ghana, (ii) how to better tackle these challenges and (iii) analyzing how educational development affects the country‘s overall development. An interview with the Minister of Education helps guide the policy orientation of the analysis by identifying several critical challenges and areas of needed policy attention. Findings from the data analysis indicate that the geographic divide between the North and South, increased economic growth, demographic pressure and a number of individual, household and community factors especially children‘s nutritional and labour status are the most important challenges in increasing levels of education among Ghanaians in years to come. Finally, the analysis pilots a new and comprehensive results- and capacity-focused policy matrix to help the Government of Ghana realign policy priorities and reform existing programs. To this end, respective policy levers on the demand- and supply-side are discussed, with particular reference to external and demand-side interventions which have not received the necessary attention at the policy-level to improve educational opportunities and outcomes at all levels.​
