This booklet has been produced by the Department of Health, Social Services and Public Safety (DHSSPS) to provide guidance on the new fire safety regime. The new regime was introduced for non-domestic premises by Part 3 of the Fire and Rescue Services (Northern Ireland) Order 2006 (S.I. 2066/1254 (NI 9), ISBN 9780110800370) and reinforced by the Fire Safety Regulations (NI) 2010 (S.R. 2010/325, ISBN 9780337982187). The regime affects owners, employers, employees, managers and others occupying non-domestic premises; anyone with control, to any extent, of the premises will be required to take steps to prevent fire and mitigate the detrimental effects of a fire on the premises. This requirement will, however, be limited to what is necessary, reasonable or practical in the circumstances and reflect the level of control each occupier has in relation to the premises. This booklet is intended to provide guidance to anyone who has responsibilities under Part 3 of the Fire and Rescue Services (Northern Ireland) Order 2006. The principles of the regime and legal responsibilities are summarised here. Duties imposed by the legislation fall into seven general categories: carrying out a fire safety risk assessment; identifying fire safety measures; interpreting measures using risk reduction principles; arrangements for control and review of the fire safety measures; complying with fire safety regulations; keeping fire safety risk assessment under review; and record keeping.
