This manual introduces key concepts and methodology used by the Fiscal Affairs Department (FAD) in its fiscal analysis of resource industries (FARI) framework. Proper evaluation of fiscal regimes for extractive industries (EI) requires economic and financial analysis at the project level, and FARI is an analytical tool that allows such fiscal regime design and evaluation. The FARI framework has been primarily used in FAD’s advisory work on fiscal regime design: it supports calibration of fiscal parameters, sensitivity analysis, and international comparisons. In parallel to that, FARI has also evolved into a revenue forecasting tool, allowing IMF economists and government officials to estimate the composition and timing of expected revenue streams from the EI sector, analyze revenue management issues (including quantification of fiscal rules), and better integrate the EI sector in the country macroeconomic frameworks. Looking forward, the model presents a useful tool for revenue administration practitioners, allowing them to compare actual, realized revenues with model results in tax gap analysis.

The extraction and use of natural resources underpins a global economy that provides high living standards for many as well as the prospect of ending poverty in the developing world. Mining as well as the oil and gas industry - which constitute the 'extractive industries' - are vitally important sectors in many developing countries. They provide substantial public revenues as well as much-needed foreign exchange, and livelihoods for many. Yet, the extractives industries are highly controversial. The continued extraction and burning of fossil fuels in energy generation and transport, together with the emissions associated with mining and metals refining, has taken the world to levels of emissions that increasingly imperil humanity. In addition, the extractive industries have a poor record of damaging nature both through pollution as well as via the destruction of biodiversity (thereby endangering the livelihoods that depend on such renewable natural capital). This book explores a central issue of our time: our materials world is simultaneously both part of the problem (especially fossil fuels) as well as part of its solution (the materials necessary for the technologies required for 'net zero'). Resources Matter discusses how the extractive industries can be leveraged to generate larger and more beneficial impacts in poorer economies and improve livelihoods at local and national levels. A central argument is that the so-called 'resource curse' - the potentially negative effect of resource booms on economies and societies - is not inevitable, as it is often said to be. Rather, much can be done through policy, coordinated government action in partnership with the private sector, and judicious investments to improve the prospects for resource wealth to make a positive contribution to escaping underdevelopment and poverty. Companies in the extractives industry have a key role in working with governments to achieve these goals.

Better designed and implemented fiscal regimes for oil, gas, and mining can make a substantial contribution to the revenue needs of many developing countries while ensuring an attractive return for investors, according to a new policy paper from the International Monetary Fund. Revenues from extractive industries (EIs) have major macroeconomic implications. The EIs account for over half of government revenues in many petroleum-rich countries, and for over 20 percent in mining countries. About one-third of IMF member countries find (or could find) resource revenues “macro-critical” – especially with large numbers of recent new discoveries and planned oil, gas, and mining developments. IMF policy advice and technical assistance in the field has massively expanded in recent years – driven by demand from member countries and supported by increased donor finance. The surge in fossil fuel prices in 2022 has generated substantial windfall profits in the energy sector. Policymakers in many countries are exploring policies to tax part of these profits. Excess profits can be taxed by tax instruments targeted at economic rents that avoid discouraging investment and limit any impact on further price increases. Many fossil fuel producing countries already have an adequate rent-capturing fiscal instrument in place. Others may consider introducing a permanent tax on windfall profits from fossil fuel extraction but should be more cautious about temporary and possibly poorly designed windfall profit taxes. Given the importance of encouraging decarbonatization of energy generation, it seems counter-intuitive to introduce exceptional tax measures on renewable electricity generation.
