« Fiscalité des particuliers en Afrique subsaharienne et mobilité internationale des personnes » traite d’un sujet d’actualité internationale. Le système fiscal contemporain est aux prises avec un double phénomène : l’internationalisation de l’espace et la dématérialisation des économies. Cette évolution impacte négativement la capacité globale de captation de la matière imposable et contribue à la multiplication des inefficiences nuisibles (concurrences fiscales, exonérations, retenues à la source…). Ce phénomène constitue un défi majeur pour tous les systèmes fiscaux du monde. Mais c’est en particulier aussi un sujet hautement stratégique pour les pays d’Afrique subsaharienne francophone. Pour ces pays, cette question présente au moins un triple enjeu : d’abord budgétaire car espérer que les pays africains atteindront un taux de pression fiscale suffisant pour répondre aux besoins économiques et sociaux de leurs populations sans une imposition juste et efficace des particuliers est une sinécure. Ensuite politique, car alors que l’État africain est, dans le meilleur des cas, en construction, que le marché intérieur est inexistant, et que les équilibres sociaux sont à construire, il tombe de sens que l’impôt doit impérativement, dans le continent plus qu’ailleurs, retrouver une dimension politique. La construction d’une fiscalité des individus dans un contexte de mobilité internationale est au cœur de la survivance même de l’État africain. Enfin administratif, parce que le démantèlement des frontières économiques et les années de mauvaise gouvernance publique semblent disqualifier l’État pour établir la confiance nécessaire au civisme fiscal des particuliers. Pour construire ou reconstruire l’indispensable lien qui doit exister entre les dépenses publiques et les recettes fiscales, il est fondamental que la fiscalité du revenu des particuliers s’inscrive dans un espace socialement et économiquement intégré. Il semble manifestement impossible de remplir cette condition dans le cadre d’un système fiscal centralisé.

The forced migration of Africans to the Americas through the trnasatlantic slave trade created primary centres of settlement in the Caribbean, Brazil and the United States - the cornerstones of the New World and the black Americas. Instead, the region presents differing situations and social experiences born of the varying colonial systems from which they were developed. Using the Caribbean experience as the focus, Christine Chivallon examins the transatlantic slave trade and slavery as founding events in the identification of a black diaspora experience.
