Capture of wild fish have leveled off since the mid-1980s, and many stocks of fish are fished so heavily that their future is threatened. And yet the world's appetite for fish has continued to increase, particularly as urban populations and incomes grow in developing countries. Aquaculture--fish farming--has arrived to meet this increased demand. Production of fish from aquaculture has exploded in the past 20 years and continues to expand around the world. But will aquaculture be sufficient to provide affordable fish to the world over the next 20 years? And what environmental and poverty problems will aquaculture face as it expands? Using a state-of-the-art computer model of global supply and demand for food and feed commodities, this book projects the likely changes in the fisheries sector over the next two decades. As prices for most food commodities fall, fish prices are expected to rise, reflecting demand for fish that outpaces the ability of the world to supply it. The model shows that developing countries will consume and produce a much greater share of the world's fish in the future, and trade in fisheries commodities will also increase. The authors show the causes and implications of these and other changes, and argue for specific actions and policies that can improve outcomes for the poor and for the environment.

But will aquaculture be sufficient to provide affordable fish to the world over the next 20 years? And what environmental and poverty problems will aquaculture face as it expands? Using a global model of supply and demand for food and feed commodities, this report projects the likely changes in the fisheries sector over the next two decades given present trends. As prices for most food commodities fall, fish prices are expected to rise, reflecting demand for fish that outpaces the ability of the world to supply it. Alternative scenarios using different assumptions are also investigated. The model shows that developing countries will consume and produce a much greater share of the world’s fish in the future, and trade in fish commodities will also increase. As aquaculture expands, especially in developing countries, environmental concerns such as effluent pollution, escaped farmed fish, land conversion, and pressure on stocks from fishmeal demand will only increase with time unless technologies and policies promote sustainable intensification. And small, poor producers are at risk of being excluded from rapidly growing export markets unless ways can be found to facilitate affordable certification of food safety and environmentally sound production.

This document provides a synthesis of six regional aquaculture reviews: Asia-Pacific, Europe, Latin America and the Caribbean, Near East and North Africa, North America and sub-Saharan Africa. Global aquaculture production, including aquatic plants, in 2018 was 114.5 million tonnes, with an estimated value of USD 263 billion. The Asia-Pacific region continued to be the major producer. Globally, aquaculture provides over 50 percent of fish for human consumption. In 2018, aquaculturists were reported to farm about 622 species or species items including 387 finfishes, 111 molluscs, 64 crustaceans, seven frogs and reptiles, ten miscellaneous aquatic invertebrates and 43 aquatic plants. From 2000-2018, aquaculture production in freshwater, brackish water and marine water increased at a compound annual growth rate of 5.7 percent, 7.7 percent and 5.2 percent respectively while total aquaculture production grew at an annual growth rate of 5.6 percent. Global food supply and per capita consumption of fish and fish products continued to increase faster than human population growth. Aquaculture is striving to innovate in order to increase production and sustainability. Progress in biosecurity and fish health management, feed formulation and utilization, and genetic resource management are showing good, but uneven progress. The aquaculture sector faces challenges including competition for land and water resources, as well as external factors such as climate change, conflict, economic uncertainties and most recently the COVID-19 pandemic. The pandemic and other stresses such as droughts and tsunamis, revealed that the aquaculture industry has not engaged sufficiently in disaster preparedness. International and national mechanisms are being put in place to increase the sustainability, good governance and social license of the sector to address these challenges. The diversity of the sector, the opportunities for good jobs and commitments by governments to good governance will help the sector meet these challenges.

The Food and Agriculture Organization of the United Nations (FAO) works towards ending hunger and poverty while using precious natural resources sustainably. The fisheries and aquaculture sector makes substantial contributions to food security, livelihoods and global trade. Global production of fish and other aquatic animals continued to grow and reached 179 million tonnes in 2018, and about 59.5 million people were engaged in the primary sector of capture fisheries and aquaculture. Fishery net exports generate significantly more revenue for developing countries than other agricultural commodities such as rice, coffee and tea. Millions of people are struggling to maintain reasonable livelihoods through the fisheries and aquaculture sector. These are the people who are the most vulnerable to the impacts of climate change. Climate change adds to the many threats and obstacles that already confront them in their day-to-day lives. Particular attention must be given to the most vulnerable if the sector is to continue to contribute to meeting global goals of poverty reduction and food security. This publication presents FAO’s work on climate change and fisheries and aquaculture. It includes examples of FAO’s support to countries so that they are better able to adapt to the impact of climate change in the fisheries and aquaculture sector. It also brings together FAO’s most up-to-date knowledge on climate change, including a portfolio of adaptation tools and measures used to support countries’ climate commitments and action plans.
