This Small-scale Fisheries Brief is tailored to provide insight into the contribution of small-scale fisheries to healthy food systems and sustainable livelihoods in the the Southern African Development Community (SADC). [Author] SADC comprises 16 Member States that lie in southern sub-Saharan Africa. [Author] The region is rich in aquatic resources, with vast inland waterbodies and marine waters. [Author] The fisheries sector generates immense social, economic and nutritional value, which acts as a lifeline for millions of people within the region. [Author] In 2021, over 3. [Author]1 million tonnes of fish were harvested from freshwater and marine capture fisheries in the SADC region. [Author] Capture fisheries are dominated by small-scale fisheries, with many countries having almost exclusively small-scale fisheries relative to large-scale ones. [Author] More than 22. [Author]7 million women and men depend on small-scale fisheries for their livelihoods and subsistence. [Author] Strengthening the commitment and implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) within national policies and plans can help safeguard and enhance small-scale fisheries’ contributions to sustainable development and food systems in the SADC region. [Author] The Illuminating Hidden Harvests initiative has generated new evidence about the value of small-scale fisheries to sustainable development globally and within the SADC; evidence that has informed this brief. This book provides a contemporary overview of the social-ecological and economic vulnerabilities that produce food and nutrition insecurity in various small island contexts, including both high islands and atolls, from the Pacific to the Caribbean. It examines the historical and contemporary circumstances that have accompanied the shift from subsistence production to the consumption of imported, processed foods and drinks, and the impact of this transition on nutrition and the rise of non-communicable diseases. It also assesses the challenges involved in reversing this trend, and how more effective social and economic policies, agricultural and fisheries strategies, and governance arrangements could promote more resilient and sustainable small island food systems. It offers both theoretical and practical perspectives, and brings together a broad range of policy areas, e.g. agriculture, food, commerce, health, planning and socio-economic policy. Given its scope, the book offers a valuable resource for a range of disciplines in a number of regional contexts, and for the growing number of scholars and practitioners working on and in small island states. It will be of particular value as the first book to examine the diversity and commonalities of island states around the globe as they confront issues of food security.

Public debt has become a severe problem for a great many economies. While the effects of tax policies on the allocation of resources are readily derived, the mechanisms that make public deficits and debt influence the economy are not so easily understood. This book elaborates on the effects of public debt starting from the intertemporal budget constraint of the government. It is shown under which conditions a government can stick to the intertemporal budget constraint and then, demonstrated how public debt affects the growth process and welfare in market economies. The effects are derived for models with complete labor markets as well as taking into account labor market imperfections. The focus in this book is on fiscal policy issues, but it also deals with monetary policy aspects. The theoretical analysis is complemented with empirical time series analyses on debt sustainability and with panel studies dealing with the relationship between public debt and economic growth.

Most small-scale fisheries are in developing countries and many live in poor and food insecure communities. These guidelines considers how small-scale fisheries can contribute to poverty alleviation and food security, and complement existing technical guidelines on sustainable fisheries. Issues discussed include: participation by small-scale fishers and their communities in development of policy and regulation measures, as well as in management decision-making and implementation processes; cross-sectoral uses of fisheries and related resources; the special role of women in fish marketing, processing and value addition; the significant scope for trade; financing; information research and communication aspects.
