In Fixing the Poor, Molly Ladd-Taylor tells the story of these state-run eugenic sterilization programs. She focuses on one such program in Minnesota, where surgical sterilization was legally voluntary and administered within a progressive child welfare system. Tracing Minnesota's eugenics program from its conceptual origins in the 1880s to its official end in the 1970s, Ladd-Taylor argues that state sterilization policies reflected a wider variety of worldviews and political agendas than previously understood. She describes how, after 1920, people endorsed sterilization and its alternative, institutionalization, as the best way to aid dependent children without helping the "undeserving" poor. She also sheds new light on how the policy gained acceptance and why coerced sterilizations persisted long after eugenics lost its prestige. In Ladd-Taylor's provocative study, eugenic sterilization appears less like a deliberate effort to improve the gene pool than a complicated but sadly familiar tale of troubled families, fiscal and administrative politics, and deep-felt cultural attitudes about disability, dependency, sexuality, and gender. Drawing on institutional and medical records, court cases, newspapers, and professional journals, Ladd-Taylor reconstructs the tragic stories of the welfare-dependent, sexually delinquent, and disabled people who were labeled "feebleminded" and targeted for sterilization. She chronicles the routine operation of Minnesota's three-step policy of eugenic commitment, institutionalization, and sterilization in the 1920s and 1930s and shows how surgery became the "price of freedom" from a state institution. Combining innovative political analysis with a compelling social history of those caught up in Minnesota's welfare system, Fixing the Poor is a powerful reinterpretation of eugenic sterilization.

Today the United States has one of the highest poverty rates among the world's rich industrial democracies. The Failed Welfare Revolution shows us that things might have turned out differently. During the 1960s and 1970s, policymakers in three presidential administrations tried to replace the nation's existing welfare system with a revolutionary program to guarantee Americans basic economic security. Surprisingly from today's vantage point, guaranteed income plans received broad bipartisan support in the 1960s. One proposal, President Nixon's Family Assistance Plan, nearly passed into law in the 1970s, and President Carter advanced a similar bill a few years later. The failure of these proposals marked the federal government's last direct effort to alleviate poverty among the least advantaged and, ironically, sowed the seeds of conservative welfare reform strategies under President Reagan and beyond. This episode has largely vanished from America's collective memory. Here, Brian Steensland tells the whole story for the first time--from why such an unlikely policy idea first developed to the factors that sealed its fate. His account, based on extensive original research in presidential archives, draws on mainstream social science perspectives that emphasize the influence of powerful stakeholder groups and policymaking institutions. But Steensland also shows that some of the most potent obstacles to guaranteed income plans were cultural. This book demonstrates how the various legal efforts employed to eradicate global urban poverty also play a significant role in shaping it. Urban poverty has been widely examined as a social problem that requires attention and social commitment. Law is often seen as both an important contributor to the problem as well as a source of crucial tools to overcome it. In spite of this, however, poverty is surprisingly disregarded within legal scholarship. This book counters this by drawing on legal theory, legal history, and legal geography to inquire how urban poverty is made visible and invisible as a problem across global cities. More specifically, it investigates the mechanisms and networks through which global urban poverty has been conceptually and materially shaped in a way that fits the remit of global corporate philanthropy and the development aid agenda. By following law’s circuitous interactions with poverty knowledge and antipoverty interventions, the book demonstrates how it plays a historical role in making poverty seen, known, and remedied. As a result, the book argues, law consolidates a stable image of poverty as an essential ‘problem’ – to be uniformly found worldwide and so reasonably fixable with the appropriate legal reforms. Taking poverty to be a fundamental manifestation of social injustice, the book thus raises key questions about the role of law in the achievement of social justice. This innovative and insightful account of the relationship between law and poverty will appeal to scholars in critical and socio-legal studies, as well as others working in poverty studies, urban studies, development studies, geography, sociology, and social policy.
