Therefore,challenges European economies have to cope with are for example: - Increasing international trade and thus worldwide economic integration,- An expansion on global reserves of workforce, - An adjustment of labour division between industrialized and emerging markets and - A successive significance of human capital in course of a community of knowledge. On the one hand, to remain competitive this change1 means that firms within EU countries have to establish new markets while the requirements on mastering production processes and forms of organization increase. As far as employees are concerned, they have to be willed and capable to tune in to those labour market changes. Thus, life long learning and mobility become the very basics of success. In the same time higher pressure on wages and employment of low level qualified people can be seen in course of ongoing processes in job specialization. On the other hand, there has been an establishment of awareness within Europe of a common social model which carries the characteristics of: - Social cohesion, solidarity and the abatement of social poverty and discrimination, - Securing general access to a health and education system as well as broad social covering and - A significant role of the public sector to provide the necessary infrastructure. This shows that social security within the European society is strongly anchored which forms a certain constant in the approach of new reforms. Hence, flexicurity as an essence of the adaptability pillar of the EES has the task to strike the balance of a more flexible labour market to preserve European competitiveness with security of the social model. To achieve the objective of the Lisbon Strategy of full employment, enhancing quality and productivity at work as well as to underpin social and territorial cohesion flexibility and security are absolute mutually supportive. That is, to remain competitive only a dynamic, innovation oriented and business friendly economy provides those necessary resources that enable also the maintenance of social governmental structures.

This study, on the role of flexibility and security on labour market performance, argues that flexicurity is the most relevant approach for Central and Eastern European countries. The book follows the pattern of analysis used in "Labour markets in transition", a previous monograph by the authors, and re-examines the different dimensions of flexibility, including flexible forms of employment. It studies fluctuations of labour turnover over the economic cycle. Then it review changes in the regulatory provisions, collective bargaining, labour taxation and labour market policies and their impacts on key labour market indicators for the period 1999-2003 as compared with the end of the 1990s. Through a series of national case studies, the volume examines how the countries of Croatia, Bulgaria, Hungary, Lithuania and Poland have attempted to balance labour market flexibility and security since the late 1990s. A discussion on wage flexibility is also included. The search for abetter combination of flexibility and security has been a major challenge within the European Union and it is often seen as indispensable for improving competitiveness and at the same time maintaining the European social model. This book looks into how this can be achieved through the flexicurity approach and shows how "activation" of labour market policies and social dialogue can be the keys to success.

In recent years, the concept of flexicurity has come to occupy a central place in political and academic debates regarding employment and social policy. It fosters a view in which the need for continuously increasing flexibility is the basic assumption, and the understanding of security increasingly moves from social protection to self-insurance or individual adaptability. Moreover, it rejects the traditional contradictions between flexibility and security, blending the two into a single notion and thus depoliticizing the relationships between capital and labour. This paper discusses the recently coined concept of flexicurity. It is outlined how this concept gained importance in legislative and labour market policy reform in the Netherlands, linking a number of previously separated areas of policy-making such as flexibilization and deregulation of the labour market on the one hand and social security and the concern for the negative consequences of flexible employment on the other hand.Second, the paper explores the relevance and significance of the concept to a theory of transitional labour markets. It is suggested that 'flexicurity', as a trade off or new balance between labour market flexibility and increased security for workers (especially those in precarious situations) might define more precisely and accurately the legal, social and perhaps even psychological conditions under which labour markets can become truly transitional, i.e. triggering, fostering and safeguarding transitions between employment and other distinct social systems such as private households, education, retirement and unemployment.

Flexicurity is a European labour market policy adopted in 2007 within the European Employment Strategy. This policy aims at combining the ongoing flexibilisation of employment relations with the traditions of the European welfare state. This book examines and summarises thirty empirical studies in flexicurity written by the author in 2004 and 2010. The book provides empirical evidence of increasing labour flexibility accompanied by a decline of social security. The author also shows that the countries with higher flexibility are more affected by the crisis.
