Therefore,challenges European economies have to cope with are for example: - Increasing international trade and thus worldwide economic integration,- An expansion on global reserves of workforce, - An adjustment of labour division between industrialized and emerging markets and - A successive significance of human capital in course of a community of knowledge. On the one hand, to remain competitive this change1 means that firms within EU countries have to establish new markets while the requirements on mastering production processes and forms of organization increase. As far as employees are concerned, they have to be willed and capable to tune in to those labour market changes. Thus, life long learning and mobility become the very basics of success. In the same time higher pressure on wages and employment of low level qualified people can be seen in course of ongoing processes in job specialization. On the other hand, there has been an establishment of awareness within Europe of a common social model which carries the characteristics of: - Social cohesion, solidarity and the abatement of social poverty and discrimination, - Securing general access to a health and education system as well as broad social covering and - A significant role of the public sector to provide the necessary infrastructure. This shows that social security within the European society is strongly anchored which forms a certain constant in the approach of new reforms. Hence, flexicurity as an essence of the adaptability pillar of the EES has the task to strike the balance of a more flexible labour market to preserve European competitiveness with security of the social model. To achieve the objective of the Lisbon Strategy of full employment, enhancing quality and productivity at work as well as to underpin social and territorial cohesion flexibility and security are absolute mutually supportive. That is, to remain competitive only a dynamic, innovation oriented and business friendly economy provides those necessary resources that enable also the maintenance of social governmental structures.

Flexicurity has been a core concept in the EU's employment debates as of 2006 and was codified into common principles of flexicurity in December 2007. Flexicurity remains an important part of the Europe 2020 Strategy and the flagship agenda for new skills and jobs, and is seen as an alternative for one-sided liberalization tendencies. This study explains the development and conclusion of the EU's flexicurity concept. How did actors finally come to agree on such a complex and sensitive issue? The book first derives theoretical preconditions for the emergence of flexicurity from new governance theory and flexicurity literature, and adds as an alternative explanatory theory the concept of power. The research combines the process tracing and congruence techniques to analyze the policy-making process, including elite interviews with core policy-makers and document analyses. The study found more than 20 factors to explain the emergence of flexicurity, suggesting that a wide variety of variables which interact in a complex web of events and actions form the basis of any flexicurity agreement. This includes the involvement of actors in developing the concept, the exchange of ideas and viewpoints, and taking an integrative and balanced approach to labor market problems and its solutions. Viewing the whole process, both elements of new governance and of the role of power contribute to explaining the emergence of the EU's flexicurity concept. The appropriateness of both new governance and political theories suggests that these theories may complement each other in explaining the flexicurity outcome. (Series: Social Europe - Vol. 30)

In recent years, the concept of flexicurity has come to occupy a central place in political and academic debates regarding employment and social policy. It fosters a view in which the need for continuously increasing flexibility is the basic assumption, and the understanding of security increasingly moves from social protection to self-insurance or individual adaptability. Moreover, it rejects the traditional contradictions between flexibility and security, blending the two into a single notion and thus depoliticizing the relationships between capital and labour. This volume provides a critical discussion of the flexicurity concept, the theories upon which it is built and the ideas that it transmits about work, unemployment and social justice. It shows that flexicurity fosters the further individualization of social protection, an increase in precariousness and the further weakening of labour in relation to capital.
