Excerpt: The Severn Barrage refers to a range of ideas for building a barrage from the English coast to the Welsh coast over the Severn tidal estuary. Ideas for damming or barraging the Severn estuary (and Bristol Channel) have existed since the 19th century. The building of such a barrage would be a huge engineering feat, comparable with some of the world's biggest construction projects. The purposes of such a project has typically been one, or several of: transport links, flood protection, harbour creation, or tidal power generation. In recent decades it is the latter that has grown to be the primary focus for barrage ideas, and the others are now seen as useful side-effects. Following the Severn Tidal Power Feasibility Study (2008-10), the British government concluded that there was no strategic case for building a barrage but to continue to investigate emerging technologies. There have been numerous proposed projects over the years, initially to provide a safe harbour and more recently to generate electricity. Thomas Fulljames's own impression of his proposed BarrageIn 1849 Thomas Fulljames, a civil engineer and the county surveyor for Gloucestershire proposed a barrage from Beachley to Aust (now the site of the first Severn Bridge), a span of just over 1 mile (1.6 km). Since this was before commercial electricity production, the first proposals were based on the desire for a large shipping harbour in the Severn Estuary, and also road and railway...

According to the International Disaster Database (EM-DAT), over the last seventy years, floods have shown the fastest rate of increase relative to any other type of disasters. Devastation due to these events occurs almost daily. Even though our technological capabilities for dealing with floods have advanced rapidly over the same period, and while global economic growth per capita has doubled, flood events have become ever more disastrous. Does this mean that our technological developments have advanced independently from the social and wider ecological needs? Flood Risk: The Holistic Perspective is a direct response to this question and it argues that this paradoxical situation is a result from our narrow and fragmented perception of reality which has been characteristic of our academic disciplines and government agencies. It suggests that the way forward can be found only if we broaden our view and learn how the natural or social phenomena can provoke a response in a society, or a social group, which in turn can trigger the technical developments, and so on, again and again, in what has the potential to become a network of interactions and relationships through positive feedback (or coevolving) cycles. The holistic perspective however may raise the following question: If everything is connected to everything else, how can we ever hope to understand anything? Our response draws from the understandings brought by complexity theory where individual elements coevolve together both in development and application. This recognition opens a new analysis which goes beyond the direct objects or actors of concern (risk forecasting, early warning, land-use planning technology and systems for example), and into the relationships between them. The book suggests that our initial response to this and many other challenges is to change our perception from a disciplinary and defensive one to a progressive (or transcendental) and transdiciplinary, i.e., the one that turns challenges into the possibilities that can re-shape our future. The book is structured in eight chapters. Chapter 1 provides exposure to the complexity of flood-related issues and illustrates diversity of multiple points of view. Chapter 2 elaborates on the history of holistic thinking with connection to the flood resilience process. Chapter 3 discusses the holistic risk governance approach which progresses beyond the integrated urban flood management. Chapter 4 describes the Green Cities Initiative, an initiative which is essentially holistic in its nature as it aims to improve transport, energy efficiency, industrial metabolism including water supply and distribution as well as drainage and sewerage services through the holistic lens of interactions between different sectors. Chapter 5 discusses various risk assessment practices and it concludes that any practice that omits social, ethical and wider ecological points of view will be severely restricted in its scope and its reach. Storms often severely impact coastal areas, posing risks to life, infrastructure and the economy. In major coastal centers of population and commerce, extensive flood protection systems are implemented to mitigate storm impacts and reduce risks. If the flood barriers that comprise these systems fail, e.g., by erosion, excess capacity, or some design flaw, then extensive losses can be incurred to protected areas. Finite element models for solutions to the shallow water equations are frequently used to project risks to coastal areas due to impacts of storm surge; however, despite the significant risks posed by flood barrier failures, the models in use typically are limited in regard to modeling these risks, only considering one of the many different modes in which these systems may potentially fail, overtopping. Additionally, the finite element models exert considerable computational demand, often constraining their applications to high performance parallel computing environments. In this study, we seek to enhance the flood barrier modeling capabilities of current finite element modeling frameworks designed for projecting risks due to storm surge, by seeking cost effective solutions that minimize additional computational demands as well as by optimizing the currently existing techniques. Discussion of these developments primarily is in the context of a discontinuous Galerkin (DG) based framework for modeling of shallow water flow. We demonstrate improvements on the efficiency of this approach by implementing DG-optimized strong stability-persevering Runge--Kutta (RK) time stepping, which optimizes for the stability region of the RK method, and can reduce the computational demand by at least 5% for low-order approximations. Additional consideration is owed to quadrilateral based finite element meshes, which can nearly half the computational demand exerted by more commonly used triangular meshes. Finally, we demonstrate fast and effective approximations of storm surge by parametric wind modeling, in lieu of processing large data sets of atmospheric measurements. Approaches for modeling the interaction of flow with flood barriers are also refined, by first introducing corrections for piping flows, i.e., flows which may occur through a barrier structure at localized points either due to design or by internal erosion, and then by coupling with a parametric model for waves. The parametric wave model is shown to provide reliable approximations of wave heights and overtopping rates for barrier structures, as compared to a commonly used spectral wave model, despite its significantly reduced computational demand and description of the wave field. Finally, we demonstrate a framework for interfacing these finite element modeling capabilities with those for continuum analysis and geotechnical modeling to realize the full extent of risks posed to a barrier structure by storm impact, and study a case involving failure due to a flood wall and embedded sheet pile instability in a levee in New Orleans, Louisiana. By the model optimizations and refinements shown here, researchers can be prepared to more thoroughly and efficiently assess risks posed to flood barrier structures by storms as well as the flooding risks posed by the potential failures of these structures, especially in the context of forecasting risks for hurricanes and tropical storms.
