Flood control in urban areas can be feasibly and cost-effectively enhanced by implementing flood proofing approaches to risk reduction in the context of environmental and land-use planning and management. Indeed, flood proofing makes it possible to improve, integrate and in some cases even replace traditional measures for flood control, reducing the vulnerability and increasing the resilience of buildings and infrastructures. This book begins by reviewing the physics of stability and instability of both human beings and buildings under flood conditions, together with criteria and models (both conventional and innovative) for assessing flood strains. In turn, it presents a range of flood proofing concepts and techniques, together with a complete and updated classification of related methods and devices. This provides a user-friendly tool to help identify appropriate solutions to real-world problems for each specific risk scenario. In particular, the book focuses on temporary flood proofing techniques, given their ability to deliver effective performance at low costs. Lastly, it features an overview of norms, guidelines and laboratory recommendations that are currently being adopted in various countries with regard to flood proofing devices and testing procedures. Excerpt: The Severn Barrage refers to a range of ideas for building a barrage from the English coast to the Welsh coast over the Severn tidal estuary. Ideas for damming or barraging the Severn estuary (and Bristol Channel) have existed since the 19th century. The building of such a barrage would be a huge engineering feat, comparable with some of the world's biggest construction projects. The purposes of such a project has typically been one, or several of: transport links, flood protection, harbour creation, or tidal power generation. In recent decades it is the latter that has grown to be the primary focus for barrage ideas, and the others are now seen as useful side-effects. Following the Severn Tidal Power Feasibility Study (2008-10), the British government concluded that there was no strategic case for building a barrage but to continue to investigate emerging technologies. There have been numerous proposed projects over the years, initially to provide a safe harbour and more recently to generate electricity. Thomas Fulljames's own impression of his proposed BarrageIn 1849 Thomas Fulljames, a civil engineer and the county surveyor for Gloucestershire proposed a barrage from Beachley to Aust (now the site of the first Severn Bridge), a span of just over 1 mile (1.6 km). A continuing increase in disasters triggered by floods occurs almost daily even though our technological capabilities have grown rapidly and global economic growth per capita has doubled. This paradoxical situation proves that our earlier ways of thinking are inadequate and that we must shift our way of thinking and working. It has become obvious that most flood-related disasters, although commonly referred to as natural disasters, are not the result of nature-related processes alone. Some of the early efforts in dealing with floods and flood-related disasters were only concerned with the construction of engineering structures (e.g., levees, floodwalls, dams, embankments, storage basins, diversions, etc.) without significant consideration of aspects which are nowadays regarded as equally important, if not more important. There is a great deal of natural, social and technological interactions that shape the vulnerability to floods. Realizing that flood risk can hardly ever be completely eliminated, the traditional 'flood defence' culture has been replaced with the culture of learning how to live under flood risk and how to better respond to it. This renders purely engineering solutions inadequate. Can the threats of more flood-related disasters provide an impetus to shift our mind-set towards an approach that favours not only sound technological innovations but one that also addresses the social, cultural, and wider ecological aspects of dealing with floods? In this illustrated book, the Asian Development Bank (ADB) seeks to introduce a holistic thinking in dealing with urban floods by adopting the green cities development approach.
