Presenting the results of an ambitious research activity this book intends to understand why Early Warning Systems (EWSs) fail. However, from the beginning, the objective turned out to be challenging; first, because, so far, there is not a shared understanding of what an EWS is (among both researchers and practitioners communities); second, as a consequence, because it is equally unclear when an EWS can be considered successful or not. Due to this, the research needed first to face some “open questions” instead of going straight to the point under investigation. Specifically, it was first necessary to define EWS, identify its components and functions, peculiarities, and weak points. Only at that point, a first attempt to evaluate EWS performance was possible. Flood Early Warning Systems Performance is organised according to the conceptual steps required by the research. In part I the “open questions” about the definition and the role of EWSs are handled, the aim being the identification of how to evaluate their effectiveness/performance. Part II focuses on the real aim of the research, providing concepts and tools to assess EWS performance; suggested tools are also implemented in a case study to describe how they can be applied in practice. Focusing specifically on the topic of flood risk in mountainous regions, the book can be viewed as a sort of manual for EWS designers, managers, and users. It is organised into different independent sections which will appeal both to experts as well as those with an interest in the subject. Most of results can also be exported to other hazards.

When flood events are extreme or affect regions of high vulnerability, they can become life threatening and devastating.They can also interrupt supply chains and cause significant socio-economic impacts worldwide. -The EU has implemented a comprehensive policy framework to reduce flood impacts in the EU and worldwide. -The JRC supports the EU policies on civil protection, disaster risk reduction and adaptation to climate change with state ofthe art European and global flood early warning systems. It manages the Copernicus Emergency Management Service. -A study on the monetary benefit of flood early warning systems in Europe suggest major savings can be achieved. -The recently launched Global Flood Partnership, co-chaired by JRC, fosters transfer of knowledge from the EU todeveloping countries and aid organisations. This report summarises current European policies in place to deal with flooding in the different phases of the disaster management cycle. A description of the development of pan-European flood early warning capability (EFAS) is provided as well as how the system fits into the responsibility chain between national services and EU civil protection. An estimate of the potential monetary benefit of EFAS in Europe is clearly indicates the added value. It further addresses gaps of such systems in other regions such as Africa and demonstrates how methodology of EU systems could be transferred for better preparedness for flooding in vulnerable regions. The recently launched Global Flood Partnership shows great potential to facilitate such transfer.

Flood early warning systems (FEWSs),Äîone of the most common flood-impact mitigation measures,Äîare currently in operation globally. The UN Office for Disaster Risk Reduction (UNDRR) strongly advocates for an increase in their availability to reach the targets of the Sendai Framework for Disaster Risk Reduction and Sustainable Development Goals (SDGs). Comprehensive FEWS consists of four components, which includes (1) risk knowledge, (2) monitoring and forecasting, (3) warning, dissemination, and communication, and (4) response capabilities. Operational FEWSs have varying levels of complexity, depending on available data, adopted technology, and know-how. There are apparent differences in sophistication between FEWSs in developed countries that have the financial capabilities, technological infrastructure, and human resources and developing countries where FEWSs tend to be less advanced. Fortunately, recent advances in remote sensing, artificial intelligence (AI), information technologies, and social media are leading to significant changes in the mechanisms of FEWSs and provide the opportunity for all FEWSs to gain additional capability. These technologies are an opportunity for developing countries to overcome the technical limitations that FEWSs have faced so far. This chapter aims to discuss the challenges in FEWSs in brief and exposes technological advances and their benefits in flood forecasting and disaster mitigation.
