Presenting the results of an ambitious research activity this book intends to understand why Early Warning Systems (EWSs) fail. However, from the beginning, the objective turned out to be challenging; first, because, so far, there is not a shared understanding of what an EWS is (among both researchers and practitioners communities); second, as a consequence, because it is equally unclear when an EWS can be considered successful or not. Due to this, the research needed first to face some “open questions” instead of going straight to the point under investigation. Specifically, it was first necessary to define EWS, identify its components and functions, peculiarities, and weak points. Only at that point, a first attempt to evaluate EWS performance was possible. Flood Early Warning Systems Performance is organised according to the conceptual steps required by the research. In part I the “open questions” about the definition and the role of EWSs are handled, the aim being the identification of how to evaluate their effectiveness/performance. Part II focuses on the real aim of the research, providing concepts and tools to assess EWS performance; suggested tools are also implemented in a case study to describe how they can be applied in practice. Focusing specifically on the topic of flood risk in mountainous regions, the book can be viewed as a sort of manual for EWS designers, managers, and users. It is organised into different independent sections which will appeal both to experts as well as those with an interest in the subject. Most of results can also be exported to other hazards.

This open access book is a consolidation of lessons learnt and experiences gathered from our efforts to utilise Earth observation (EO) science and applications to address environmental challenges in the Hindu Kush Himalayan region. It includes a complete package of knowledge on service life cycles including multi-disciplinary topics and practically tested applications for the HKH. It comprises 19 chapters drawing from a decade’s worth of experience gleaned over the course of our implementation of SERVIR-HKH – a joint initiative of NASA, USAID, and ICIMOD – to build capacity on using EO and geospatial technology for effective decision making in the region. The book highlights SERVIR’s approaches to the design and delivery of information services – in agriculture and food security; land cover and land use change, and ecosystems; water resources and hydro-climatic disasters; and weather and climate services. It also touches upon multidisciplinary topics such as service planning; gender integration; user engagement; capacity building; communication; and monitoring, evaluation, and learning. We hope that this book will be a good reference document for professionals and practitioners working in remote sensing, geographic information systems, regional and spatial sciences, climate change, ecosystems, and environmental analysis. This volume is the result of the International IDNDR-Conference on Early Warning Systems for the Reduction of Natural Disasters, held at the Geo ForschungsZentrum in Potsdam, Germany from 7-11 September 1998. En dorsed by the United Nations International Decade for Natural Disasters Reduc tion which had been established by the United Nations General Assembly in December 1989, it was jointly organised by the GeoForschungsZentrum Pots dam and the German IDNDR-Committee. The event brought together 370 scientists, public officials, and representatives of the United Nations system, non-governmental and international organisations and diverse professional, commercial, and civic individuals from 86 countries. Together they comprised a wide and multidisciplinary range of experience, as both providers and users of early warning and preparedness information related to natural disasters. The Potsdam Early Warning Conference represented the first major thematic com ponent of IDNDR's concluding evaluation. It provides recommendations to en sure disaster reduction into the 21st Century. The conference dealt with an essential goal of the decade, expressed as a ma jor priority of the Decade's Scientific and Technical Committee. It was included in the Plan of Action adopted at the 1994 World Conference on Natural Disas ter Reduction in Yokohama, Japan, and was the subject of three subsequent UN General Assembly resolutions on the improved effectiveness of early warning between 1994 and 1997.
