Army Techniques Publication ATP 4-44 / MCRP 3-17.7Q Water Support Operations October 2015 is the United States Army and United States Marine Corps manual for planning and executing water support for missions conducted across the full range of military operations. In the U.S. Army, water support operations are a Quartermaster Corps function, as well as a component of Army Logistics. Army Logistics is an element of the sustainment warfighting function, which provides the operational commander freedom of action, extended operational reach, and operational endurance. Water support operations include water treatment, storage and distribution. Water treatment is a field service function, while water storage and distribution are supply functions. In the U.S. Marine Corps, water support operations are a general engineering function, as well as a component of tactical-level logistics. Logistics is a warfighting function in the Marine Corps. Water support operations are critical to the U.S. Army and U.S. Marine Corps; they directly impact the depth and duration of military operations. ATP 4-44/MCRP 3-17.7Q will combine, restructure, and update information previously published in three field manuals: FM 10-52, Water Supply in Theaters of Operations, dated 11 July 1990. FM 10-52-1, Water Supply Point Equipment and Operations, dated 18 June 1991. FM 10-115, Quartermaster Water Units, dated 15 February 1989. ATP 4-44/MCRP 3-17.7Q contains numerous revisions. The title has been changed to Water Support Operations to correctly incorporate terminology from FM 4-40, Quartermaster Operations and JP 4-03, Joint Bulk Petroleum and Water Doctrine. This publication incorporates current terminology from the Army's operational concept described in ADRP 3-0, Unified Land Operations. Additional current terminology is also included from FM 4-40, Quartermaster Operations, Technical Bulletin Medical 577, Sanitary Control And Surveillance of Field Water Supplies, JP 4-03, Joint Bulk Petroleum and Water Doctrine, STANAG 2136, Requirements for Water Potability during Field Operations and in Emergency Situations, and STANAG 2885, Emergency Supply of Water in Operations. Information that has been revised from previous publications includes force structure changes, new equipment fielding, and improved planning techniques. Information that has been added to this publication includes strategic partners, web-based planning tools, environmental stewardship, and location of joint welldigging capabilities. ATP 4-44/MCRP 3-17.7Q contains five chapters: Chapter 1 provides an overview of water support operations, to include water treatment, storage, distribution, and issue. In addition, this chapter will familiarize the reader with water organizations and staffs in the United States Army and United States Marine Corps. Chapter 2 discusses planning for water support operations. Water consumption requirements, water reconnaissance, and deployment preparation are explained in detail. Water planning tools are provided up front to assist staff members and water support personnel in planning operations. Environmental and health considerations are also discussed. Chapter 3 provides considerations for developing a water site to improve efficiency. This chapter will also include techniques for improving a water source to meet raw water requirements. Chapter 4 discusses water treatment operations, to include water quality, water treatment process, operator level planning, equipment, reports, and safety. In addition, this chapter will discuss extreme weather and environmental considerations. Chapter 5 discusses water storage, distribution, and issue operations. This chapter will include information on hypo-chlorination standards, as well as respective equipment and reports.

Field manual (FM) 4-20.07, “Quartermaster Force Provider Company,” provides insight, general data and operational information for the commanders, supervisors, and personnel assigned or attached to a Quartermaster (QM) Force Provider Company. This manual also serves as a guide for commanders, supervisors, and other personnel concerned with Force Provider operations in general. It addresses the key aspects of performing the company's critical wartime mission to “Provide Force Provider Support” and accomplishing the unit's mission essential task list (METL). The METL consists of tasks categorized into the following missions: Deploy unit, Establish unit area, Defend assigned area, Conduct Force Provider operations, Relocate unit, Redeploy unit. Commanders must bear in mind the stressful effects of combat as they plan and conduct operations. The pressures that battlefield chaos and destruction place on Soldiers have always been great. Unit discipline, realistic field training, deliberately fostered unit cohesion, and solid bonding between leaders and subordinates can reduce the effects of this stress in part, but nothing can eliminate it. The commander who understands this and protects his Soldiers through strong, positive, and caring leadership, proper mental, physical and training preparation, and simple decisive plans will win (FM 3-0). The purpose of the Force Provider program is to improve the quality of life for deployed Soldiers by reducing the stressors of combat. Under force health protection (FHP), combat and operational stress control (COSC) training is provided to assist Soldiers in preventing combat and operational stress reactions (COSRs) and other stress related illnesses. The Force Provider system also enables the reduction of stress. During Operation Desert Shield/Desert Storm, the Army realized that it could do more to improve the quality of life for the deployed Soldier. Many Soldiers used makeshift and field expedient latrines and showers. The Army recognized the importance of combating stress and sleep deprivation, while offsetting COSR and conserving fighting strength. Its answer was to set up the Force Provider program. The concept of Force Provider was initially tested in the Bosnia area of operations. Doctrine, training, and system requirements were then developed as a result of lessons learned to improve the quality of life for the deployed Soldier. In addition to this FM, ARTEP 42-424-30-MTP has been developed and is available through normal distribution. Training and evaluation outlines (T&EOs) for unit training (Chapter 5, ARTEP 42-424-30-MTP) are also available in the Army Systems Approach to Training (ASAT) program. The Force Provider Product Manager office at Soldier System Command (SSCOM), maintains a homepage for related issues. Force Provider units are expected to be an essential component of joint, multinational, and expeditionary operations - fully capable of responding to requirements along its entire operational mission continuum: Soldier sustainment, humanitarian and civic assistance, disaster relief, and non-combatant evacuation operations. Future Force Provider operations must provide scalable and modular base camps to support operations such as combat (forward operating bases/FOBs), reception, staging, onward movement, and integration (RSOI), rest and refit, intermediate staging bases (ISB), redeployment, humanitarian assistance, disaster relief, homeland defense, and peacekeeping/enforcement.

Field Manual 10-1, “Quartermaster Principles,” is the Army's capstone manual for Quartermaster (QM) corps soldiers and units. It focuses on current doctrine in FMS 100-5, 100-10, and 100-16. It also considers recent combat experience from operations Desert Shield/Storm; guidance in TRADOC Pamphlet 525-5 and the Combined Arms Support Command's publication “Vision of Combined Arms Support;” and information form TRADOC battle labs and warfighting lens analyses. Since 1775, the QMC has provided logistical support to the Unites States Army's combat forces. During its long history, it has developed a special one-to-one relationship between quartermasters and supported soldiers. This has been a critical factor in the success of the Corps and the keystone to its heritage. QM soldiers and units have a dual responsibility. They must be technically proficient and prepared to provide supply and field service support to the force. And, they must be tactically proficient and prepared to deploy as quickly as the combat and combat support forces. Once deployed, they must be able to fight and defend themselves. At the same time, they must concurrently provide logistical support to an extended battlefield. The QMC is one of the more complex and diverse branches of the Army. It has personnel proponency for 11 enlisted military occupational specialties (MOSs) in three career management fields, four warrant officers MOSs, and five officer areas of concentration. QM personnel serve in every type of unit – from units at the forward line of own troop (FLOT) to the theater rear boundary. These units range from light infantry to armor units, from special operations units to personnel and administration units, from artillery to signal units and from ordnance to transportation units. This manual looks at the role of quartermasters and QM units as they function on the battlefield. It will guide the development of quartermaster doctrine, tactics, techniques, and procedures related to: supply and storage, Army field feeding, general supply, water supply, mortuary affairs, petroleum supply and airdrop support operations. It also will serve as a guide for future development of training, leader development, organizations, materiel, and soldier support. This manual sets guidelines for unit commanders and their staffs operating within the Army's support structure. Further it: realigns supply and field service functions within the Quartermaster Corps (QMC) and explains how they relate to classes of supply and field services; explains to combat arms, combat support and combat service support commanders and their staff how and where they will receive QM proponent supply and field services support; introduces QM unit missions and explains unit operations; outlines relationships between the various levels of supply and field services support.

This publication, Army Techniques Publication ATP 4-43 (FM 10-67), Petroleum Supply Operations July 2014, provides techniques on how to accomplish petroleum supply operations while deployed in an operational environment. The principal audience for ATP 4-43 is personnel of all grades and levels performing in petroleum supply positions. Combined with these publications, ATP 4-43 provides the reader with a complete understanding of petroleum operations within a geographical area of responsibility to include greater fidelity and detailed techniques for actual operations. ATP 4-43 contains information and techniques for petroleum operations ranging from basic planning, safety, quality control, systems, and systems maintenance requirements. It also contains discussion on petroleum organizations that could be expected to operate in-theater to provide an understanding of organizations and coordination requirement capabilities. ATP 4-43 contains five chapters and eight appendices. Chapter 1 provides a brief discussion of the Army's role in petroleum supply in a theater of operations to give the reader a basic understanding of the mission and responsibilities but without duplicating the information found on sustainment ADPs, ADRPs, and FMs. Chapter 2 provides information on safety aspects of petroleum supply operations to include grounding, bonding, fire prevention and suppression, and introduces petroleum quality surveillance. Chapter 3 introduces petroleum supply organizations at brigade and echelons-above-brigade levels to give the reader an understanding of where he fits in the petroleum supply hierarchy. It also gives the reader an understanding of units located at echelons above and below to enhance coordination efforts. Chapter 4 describes the various petroleum storage and distribution systems and the capabilities of each to give the reader an understanding of the types of equipment that is organic to his organization. Chapter 5 introduces multiservice units and equipment to provide the reader with a basic understanding of other services with which his organization might need to coordinate for either support or replenishment.
