Central Asia has long been situated at the geographical crossroads of East and West, once strategically located on the ancient Silk Road. The envy of the expanding Russian empire, it was colonized in the 19th century by Cossacks and traders from the north. This book examines how Central Asia, by then part of the Soviet Union, experienced population displacements on an even greater scale during the Second World War. Vicky Davis analyses how troops were sent westwards into action, only for waves of civilians to travel eastwards into the region: evacuees, refugees and even internal deportees sent into exile from their homelands in other parts of the vast Soviet Union. Central Asia in World War Two is the first book to tackle the subject of minorities fighting for the Soviet Union under Stalin in the Second World War. Based on meticulous archival research, it considers the interactions of the individual citizen and the Soviet state, weaving together the experiences of over three hundred ordinary men and women in Central Asia as they coped with their new roles on the front line or in the rear. Suffering incredible economic and physical hardship, racism and religious oppression, these mainly Muslim citizens were subjected to a forced process of Sovietization under the influence of Stalin's ubiquitous propaganda machine. Davis reveals how, while conscripts were all too often slaughtered or scapegoated in their regiments, the women and children left at home slaved in factories and communal farms to fuel the machinery of a war taking place thousands of kilometres away. She convincingly argues that the impact of forced assimilation, cultural indoctrination, anti-Semitism and re-education on the region were as great as the daily fight for survival in wartime. The legacy of the period is almost as complex, with struggles over the ownership and revision of history continuing even today.

Focusing on the areas of politics, identity and education, this book looks at some of the most pressing and challenging issues that Kyrgyzstan faces in the post-Soviet era. It argues that Kyrgyzstan is challenged with oscillations between the old and the new on the one hand, and domestic and international on the other. The book analyses the process of post-Soviet transition in today’s Kyrgyzstan by focusing on the political elites, some of the major identity problems and educational issues. It discusses how Kyrgyzstan’s first president in the post-Soviet era had already been an exceptional leader even prior to the collapse of the Soviet Union in terms of his democratic and liberal tendencies. The book goes on to look at how identity is a major factor in the country, shaped to a large extent by genealogical factors and patron-client mechanisms on the one hand, and religious considerations on the other. Finally, it highlights how education has been perceived as a very influential agent of socialization that develops not only literacy and other skills, but also common attitudes and values that are considered essential to any society. By evaluating these three areas, the book argues that Kyrgyzstan cannot isolate itself from the demands, priorities and pressures of international actors, which sometimes are in conflict with the country’s domestic conditions. For the world, the disintegration of the Soviet Union means the end of the Cold War rivalries between two rival power-blocs, led by the US and the Soviet Union. For Russia, it means, the loss of its earlier superpower status and the beginning of the process of adjusting itself with a new world order. But, most important, Russia became one of the fourteen member-states of the organization, Commonwealth of Independent States (CIS), a new entity that was born in place of the USSR. The post-Cold War era signifies, for Russia, a journey to adjust itself to new realities- a new international strategic scenario, the rise of new powers, and its own diminished strength. At the same time, the journey marks Russia's search for a new status in the international order of powers. To attain that goal, Russia felt it absolutely necessary to stay relevant in its immediate neighbourhood and the focus of attention became the Central Asian region, with which Russia shared a common history for nearly two hundred years and still now, they are interdependent and interlinked by their common security concerns in various ways. This book attempts to study the development of Russia's relations with the newly independent, sovereign states of Central Asia in the post-Soviet, post-Cold War context. It argues that unlike during the Tsarist past, in the post-Soviet era, Russia tries to engage the Central Asian Republics in multifarious ways and the development of three such bondings between Russia and these Republics in the spheres of security, energy and migration is analyzed in this study. This book also focuses on the post-Cold war context, as a number of global and regional powers are involved in the Central Asian region as the region is rich in energy resources and can act as a viable trade and transport corridor between Asia and Europe. So, Russia now does not enjoy the advantage of being the only power as the countries of the region have the option of choosing partners, according to their own choices and necessities. This changed context of competition adds a significant dimension to the development of Russia's engagements with these states.

Uzbekistan’s foreign policy from 1991 to 2016, starting from independence right up to the death of its first president, Islam Karimov, is one of the more distinctive approaches to international politics since the end of the Cold War. This distinctiveness rests on the republic’s gradual struggle for self-reliance upon becoming independent. Authorities in Uzbekistan, especially its President, were sceptics of the norms that came to prevail across regional and broader international politics. This book addresses the making of Uzbekistan’s general foreign policy and its corresponding effects outside Central Asia, particularly at the highest level, among state officials, heads of state and ministers. It shows how a particular set of promises, slogans and attitudes became the pillars upon which Uzbekistan’s international role was shaped, a role which then affected Tashkent’s twenty-five year relations with Russia, the United States, Germany and Turkey. The book argues that the Government of Uzbekistan sought to be recognised as a self-reliant power after independence, but that the international norms of the post-Cold War order, coupled with the conflicting aims of the partners with whom it interacted, hindered acknowledgement and contributed to a twenty-year struggle for recognition. Providing a thorough assessment of President Karimov’s legacy in the foreign policy domain, this book contributes to the developing field of role theory and recognition in International Relations.
