There are eight years left to reach the SDGs. Agrifood systems transformation is urgently needed if we are to achieve sustainability, resilience and food security and nutrition in a post-COVID world. This desired transformation can only be achieved by strengthening and capitalizing on the knowledge, experience, skills, and capabilities for collective action of a broad range of public and private actors each of whom bring distinctive interests, needs, resources, influence and capacities. “Governance” is the name for this multidimensional capability for effective and inclusive collective action at all levels. In many country contexts, it is the governance bottlenecks that lead to a gap between policy expectations and their outcomes on the ground. For example, a given policy intervention can make a lot of economic sense but if it is perceived as threatening a powerful interest group or not sufficiently considering that group’s interests, it will most probably fail. Understanding the governance – both institutions and political economy – behind existing agrifood systems can thus make or break the success of any policy or technical support work. Bringing together insights from FAO’s rich experience and knowledge and global literature, this paper introduces an operational four-phased framework for analysis and integration of governance analysis and action into formulation and implementation of interventions at country, regional and global levels. It also provides a review of recent trends in expert thinking about governance for sustainable development and highlights FAO’s conceptual contributions to governance in the areas of FAO’s mandate. The increased use of governance analysis in FAO’s work will stimulate iterative collective learning processes and honest evaluation of potential for change thus supplementing technical solutions with approaches based on a solid understanding of practical and political realities on the ground. With its emphasis on continual learning and adaptation, governance analysis will enable FAO to significantly improve the effectiveness of its policy and technical support to Members to achieve sustainable development that leaves no one behind.

The Water Tenure Mondays webinar series was organized between 2021 and 2022 by FAO’s Knowing Water Better (“KnoWat”) project, funded by the Federal Ministry of Food and Agriculture of Germany. The papers in this publication are based on the webinar presentations and examine water tenure from a range of different perspectives.Raya Stephan describes water tenure in Islamic law. Mohamad Mova Al'Afghani, Lê Văn Chính and Stephen Hodgson present case studies from Indonesia and Viet Nam using the KnoWat water tenure assessment methodology. Srinivasa Srigiri, Waltina Scheumann and Tena Alamirew describe the impact of recent reforms on water tenure arrangements in the Awash River Basin, Ethiopia’s economic hub. A.J. James, M. Dinesh Kumar, Yugandhar Mandavkar and V. Suresh present a case study on water tenure in the Warna Sub-basin in Maharashtra State in India. Elena López-Gunn, Manuel Bea, Rosa Huertas, Laura Vay and Pedro Zorrilla-Miras analyse water tenure arrangements in two river basins in Spain: the Duero Basin and the Guadiana Basin. Julie Trottier traces the evolution of water tenure arrangements in Palestine and their close links to land tenure arrangements. Dubravka Bojic, Khadija Bourrarach, Mohamed Boutayeb and Domitille Vallee describe FAO’s long-term engagement in the Berrechid region in support of the Government of Morocco and the River Basin Agency of Bouregreg and Chaouia. Katomero, Hyera, Tondelo, Dugange and Brewer use a comparative case study of livelihood groups in the United Republic of Tanzania to analyse the roles of accountability and water tenure in improving water access for marginalized people. Hans Komakech presents three case studies, also from the United Republic of Tanzania, that describe “living” customary water tenure arrangements where customary practices and formal arrangements combine to create a hybrid tenure system at the local level. The relationship between customary law and formal law in the context of water tenure is the subject of Stefano Burchi’s paper, while the relationship between the requirements of formal law and customary law around water tenure in five African countries is analysed by Barbara Schreiner and Barbara van Koppen. Stephen Hodgson examines the relationship between water tenure and international water law. Finally, Sofia Espinosa Flor and Benjamin Kiersch present the benefits of a water tenure perspective for assessing water resources governance based on the pilot water tenure assessments undertaken in Rwanda, Senegal and Sri Lanka under the Knowat Project.

This evaluation assessed the extent to which FAO’s work has been relevant and effective in supporting its Members to achieve Sustainable Development Goal 6 (SDG 6). Water resources management is central to any consideration of agricultural production, ecosystems sustainability, rural livelihoods and climate change adaptation and resilience, issues that lie at the heart of FAO’s mandate. The evaluation found that FAO has a comparative advantage in several key SDG 6 target areas and addressed needs and demands from Members in all SDG 6 target areas. Irrigated agriculture (target 6.4) represents an area of high demand from Members and a dominant theme in the reviewed case studies. Regional initiatives are effective in addressing specific needs and challenges of individual regions. FAO has performed well in its custodial role for SDG indicators 6.4.1 and 6.4.2. However, overall FAO’s strategic approach to water-related activities remains. The links between agriculture and water quality and pollution (target 6.3) were not adequately addressed. Despite limited evidence on full transformational changes, the evaluation highlights several activities and approaches that, if nurtured, could form the basis for transformational change.

Value chain analysis offers a critical lens to understand the actors and activities connecting production to consumption, revealing market access pathways, key influencers and power dynamics, and the distribution of financial margins. Providing a systemic perspective on the interconnectedness of actors and value chain stages, it can also identify feedback loops and foster multistakeholder engagement. Despite established methodologies for agriculture, guidance for assessing and upgrading forest-based value chains (FBVCs) remains limited. This document addresses this gap by providing a framework for conducting FBVC assessments, designing upgrading strategies tailored to their unique characteristics (including multifunctionality, ecosystem services, common property, and long production cycles), and exploring financing mechanisms. Recognizing finance as a key constraint, this guidance builds upon existing methodologies, particularly that of FAO.

This publication provides a comparative analysis of forest legal frameworks in seven West African countries – Côte d'Ivoire, Gambia, Ghana, Guinea, Liberia, Senegal, and Sierra Leone – with a focus on community-based approaches and cross-border cooperation. It highlights the key challenges related to combating deforestation and aligning national legal frameworks with international commitments. The report makes recommendations to strengthen regional cooperation under the aegis of the Economic Community of West African States (ECOWAS) and to improve national governance of forest management, with a focus on wildlife- and flora-related crimes, land rights, and gender equality. This study aims to contribute to the revision of ECOWAS's Convergence Plan for sustainable forest management in West Africa.

The digital agriculture revolution holds a promise to build an agriculture and food system that is efficient, environmentally sustainable, and equitable, one that can help deliver the Sustainable Development Goals. Unlike past technological revolutions in agriculture, which began on farms, the current revolution is being sparked at multiple points along the agrifood value chain. The change is driven by the ability to collect, use, and analyze massive amounts of machine-readable data about practically every aspect of the value chain, and by the emergence of digital platforms disrupting existing business models. All this allows for drastically reduced transaction costs and pervasive information asymmetries that plague the agrifood system. The success of the digital transformation, however, is not guaranteed as the risks it brings are numerous, including those related to data governance and inadequate competition within and between digital platforms.What’s Cooking: Digital Transformation of the Agrifood System investigates how digital technologies can accelerate the transformation of the agrifood system by increasing efficiency on the farm; improving farmers’ access to output, input, and financial markets; strengthening quality control and traceability; and improving the design and delivery of agriculture policies. It also identifies a key role for the public sector in maximizing the benefits of this process while minimizing its risks, through enabling an innovation ecosystem featuring open datasets, digital platforms, digital entrepreneurship, digital payment systems, and digital skills and encouraging equitable technology adoption.
