The main objective of the tool is to propose a harmonized, objective and consensual basis to analyse the performance of a national food control system. It is intended to be used by countries as a supporting basis for self-assessment to identify priority areas of improvement and plan sequential and coordinated activities to reach expected outcomes, and by repeating the assessment on a regular basis, countries can monitor their progresses. The Tool is based on Codex principles and Guidelines for National Food Control Systems as well as other relevant Codex guidance for food control systems, which are referenced throughout the document. Its scope is given by the dual objectives quoted in Codex guidance for these systems: protect health of consumers and ensure fair practices in the food trade. This introductory volume presents the FAO/WHO Food Control System Assessment Tool, providing background to its development and outlining its main scope and objectives. It presents a thorough review of the assessment Tool structure, breaking it down into its constitutive elements (dimensions, sub-dimensions, competencies and assessment criteria). Finally, it gives an overview of the assessment approach, from the ratings to the descriptive analysis supporting the allocation of scores. The volume also contains a glossary of useful terms and the list of Codex documents referenced in the Tool.

National food control system plays a pivotal role in protecting the health of consumers and ensuring fair practices in food trade. When we are able to assess performance of the system in a comprehensive way, it can identify priority areas of improvement and plan sequential and coordinated activities to reach expected outcomes. To demonstrate good performance of the system gives an opportunity to Member states for new markets, to improve trading relationships and to build stakeholder confidence domestically as well. FAO and WHO jointly developed a comprehensive tool to assist Member states in assessing the effectiveness of national food control system. The FAO/WHO Food Control System Assessment Tool comprises 162 assessment criteria under 25 system competencies over 4 Dimensions. This introductory booklet is designed to facilitate application of the assessment tool, and competent authorities are able to have an overview by this booklet before they initiate the assessment. Evolving science and debate concerning the benefits and risks of consuming fish have resulted in confusion over the years, and national and international food safety agencies have recognized the need to provide useful, clear and relevant information in this regard to consumers. In October 2023, FAO and WHO held the second Joint FAO/WHO Expert Consultation on the Risks and Benefits of Fish Consumption to analyse new scientific evidence on the matter and draw relevant conclusions and recommendations. The overall conclusions of the exercise show that consuming fish provides energy, protein and a range of other nutrients important for health, and that there are benefits related to fish consumption during all life stages (pregnancy, childhood and adulthood). General population studies show that the benefits and individual effects of fish consumption vary depending on overall diet, the characteristics of consumers, and the fish that is consumed.

The “Institutionalisation of food safety in Bangladesh for safer food” project, funded by the United States Agency for International Development (USAID) and implemented between 2013 and December 2019, had as main objective to support the operationalisation of the newly established Bangladesh Food Safety Authority (BFSA). Support provided helped BFSA to define its role, objectives and activities, and to strengthen its capacities. The project also contributed to enhance institutional coordination and define mechanisms for establishing standards and regulations. Important advances were made in raising public awareness on the importance of food safety. The project also helped create a strong drive to adopt an integrated ‘farm-to-fork’ approach in the poultry and mango sectors. The introduction of a BSc degree course in food safety management is an important achievement for medium and long-term capacity development. Awareness was raised on the need for a risk-based approach with regard to allocating public resources for food control and inspection. More efforts should be made to integrate the principles of risk analysis applicable to food safety systems and to develop data collection and processing skills, risk ranking and risk assessment tools.

Since the publication of the 2004 risk assessment, outbreaks of illness and resultant deaths due to L. monocytogenes continue to occur across the globe. Continued effort is needed to summarize and critically evaluate the most recent information on L. monocytogenes in RTE foods. New data to improve and further inform the 2004 Risk Assessment is available for nearly every factor considered previously, including new quantitative data on L. monocytogenes contamination of foods. To facilitate this work, an FAO/WHO expert meeting was held by virtual means from 20 October to 6 November 2020 to review and discuss the available data and background documents, and to assess the need to modify and update risk assessment models/tools. This report focuses on the deliberations and conclusions of the expert meeting.

A scientific literature review was conducted with a focus on food safety to critically assess the current research on the impact of selected food additives on, and their interactions with the gut microbiome, as well as the resulting implications for host health. The review's main goals were to:> Gather and assess the quantity, quality, and reliability of scientific information,> Identify research limitations, knowledge gaps, and related needs,> Explore the applicability of microbiome data in food safety chemical risk assessments.This review concludes on recommendations to guide and improve microbiome science in risk assessment. Through this work, the Agrifood Systems and Food Safety Division contributes to the FAO’s role of improving food safety by encouraging high-quality research to produce robust data, promoting effective scientific communication, and investigating how knowledge regarding gut microbiome-food additive interactions could potentially support the modernization of food safety chemical risk assessments.
