We examine the effects that variations in the international food prices have on democracy and intra-state conflict using panel data for over 120 countries during the period 1970-2007. Our main finding is that in Low Income Countries increases in the international food prices lead to a significant deterioration of democratic institutions and a significant increase in the incidence of anti-government demonstrations, riots, and civil conflict. In the High Income Countries variations in the international food prices have no significant effects on democratic institutions and measures of intra-state conflict. Our empirical results point to a significant externality of variations in international food prices on Low Income Countries' social and political stability.

Using a panel of 101 low- and middle-income countries with data covering the period 1980-2012, this paper applies various econometric approaches that deal with endogeneity issues to assess the impact of food price shocks on socio-political instability once fiscal policy and remittances have been accounted for. It focuses on import prices to reflect the vulnerability of importer countries / net-buyer households to food price shocks. The paper finds that import food price shocks strongly increase the likelihood of socio-political instability. This effect is greater in countries with lower levels of private credit and income per capita. On the other hand, while remittances seem to dampen the adverse effect of import food price shocks on socio-political instability in almost all countries, the mitigating role of fiscal policy is significant only in countries with low-levels of private credit.

We used food deficit as proxy for food security and energy imports for energy security from the World Bank database. Suffering, mutilation and death of human beings are the most obvious and important effects of all conflicts, as well as natural disasters. Yet, material losses are also important because they reduce the livelihood and recovery capacities of conflict survivors. Moreover, in many cases, the indirect effects of conflict cause more deaths than direct violence. It has been found that generally the indirect costs of war are greater than its direct costs and persist long after the end of the conflict. Instability and conflict affect many economic sectors such as reducing foreign exchange earnings, which can have serious consequences for development and food security. Indeed, global population growth combined with the effects of climate change on agriculture pose the risk of a Malthusian trap to humanity that can only be avoided by a more efficient and sustainable production system. Energy security policies and climate policies are often considered as two sides of the same coin, their objectives being at least complementary, if not identical.

There are links between food security and political stability as was evident during the world food crisis of 2007-08. Food riots were witnessed in a number of countries contributing to political instability. There are a number of dimensions to the problem of food insecurity in Tajikistan. This book is an attempt to fill the academic void on Tajikistan, especially pertaining to its food security. This work traces the history of agriculture and food production in Tajikistan from mid-19th century when it came under Russian rule. From its inception, Tajikistan has been facing the ‘geographic handicap’ as it is a mountainous country and only 7 percent of the total land is arable which limits its food production. This book is a detailed study of how Soviet economic geography introduced intensive cotton cultivation in Tajikistan at the expense of food crops. Soviet economic planners felt that a region with hot climate and large water resources should not attempt to grow grains but cotton. In the contemporary context, this book focuses on how the state and international actors have responded to the food insecurity in Tajikistan. Most importantly, the book also analyses the relationship between food security and political stability in Tajikistan.
