The State of Food Insecurity in the World 2009 presents the latest statistics on global undernourishment and concludes that structural problems of uderinvestment have impeded progress toward the World Food Summit goal and the first Millennium Development Goal hunger reduction target. This disappointing state of affairs has been exacerbated by first the food crisis and now the global economic crisis that, together, have increased the number of undernourished people in the world to more that one billion for the first time since 1970. This crisis is different from the crisis developing countries have experienced in the past, because it is affecting the entire world simultaneously and because developing countries today are more integrated into the global economy than in the past. In the context of the enormous financial pressures faced by governments, the twin-track approach remains an effective way to address growing levels of hunger in the world. People are often surprised to learn that although the current global levels of food production are sufficient to feed all of humanity, the problems of undernourishment increase year by year in many countries. Economic growth, while important, is not a guarantee for reducing hunger. This year’s report presents evidence that the absolute number of people who suffer from hunger continues to slowly increase. The report also highlights that food insecurity is more than just hunger. For the first time, the report provides evidence that many people in the world, even if not hungry, experience moderate food insecurity as they face uncertainties about their ability to obtain food and are forced to compromise on the quality and/or quantity of the food they consume. This phenomenon is observed globally, not only in low- and middle-income countries but also in high income countries. The report also shows that the world is not on track to meet global nutrition targets, including those on low birthweight and on reducing stunting among children under five years. Moreover, overweight and obesity continue to increase in all regions, particularly among school-age children and adults. The report stresses that no region is exempt from the epidemic of overweight and obesity, underscoring the necessity of multifaceted, multisectoral approaches to halt and reverse these worrying trends. In light of the fragile state of the world economy, the report presents new evidence confirming that hunger has been on the rise for many countries where the economy has slowed down or contracted. Unpacking the links between economic slowdowns and downturns and food insecurity and malnutrition, the report contends that the effects of the former on the latter can only be offset by addressing the root causes of hunger and malnutrition: poverty, inequality and marginalization.

In recent years, a greater level of integration of the world economy and an opening of national markets to trade has impacted virtually all areas of society. The process of globalization has the potential to generate long-term benefits for developing countries, including enhanced technology and knowledge transfers and new fina- ing options supporting agricultural and economic development. However, risks of political and economic instability, increased inequality, and losses in agricultural income and production for countries that subsidize their agricultural and other e- nomic sectors threaten to offset potential benefits. Globalization can also have a profound impact on the water sector – in terms of allocation and use of water – and thus on food security as well. Other global change processes, particularly climate change, are also likely to have far-reaching impacts on water and food security, and societies around the world. To discuss these issues in-depth, the International Food Policy Research Institute, the Third World Centre for Water Management, Mexico, and the Tropical Agricultural Research and Higher Education Center (CATIE), Costa Rica, held a three-day International Conference on “Globalization and Trade: Implications for Water and Food Security,” at CATIE’s Turrialba, Costa Rica, headquarters under the auspices of the CGIAR Challenge Program on Water and Food in 2005. The workshop set out to identify the major risks and emerging issues facing developing countries related to global economic and environmental change impacts on water and food security.

Why write a book on macroeconomic policies and their links to agriculture and food security in developing countries? The food price spikes of the years just prior to 2010 and the economic, political, and social dislocations they generated refocused the attention of policymakers and development practitioners on the agricultural sector and food security concerns. But even without those traumatic events, the importance of agriculture for developing countries—and for an adequate functioning of the world economy— cannot be denied. First, although declining over time, primary agriculture still represents important percentages of developing countries’ overall domestic production, exports, and employment. If agroindustrial, transportation, commercial, and other related activities are also counted, then the economic and social importance of agriculture-based sectors increases significantly. Furthermore, large numbers of the world’s poor still live in rural areas and work in agriculture. Through the links via production, trade, employment, and prices, agricultural production is also crucial for national food security. Second, it has been shown that agriculture in developing countries has important growth and employment multipliers for the rest of the economy, and agriculture seems to have larger positive effects in reducing poverty than growth in other sectors. Third, agriculture is not only important for individual developing countries, but it has global significance, considering the large presence of developing countries in world agricultural production and the increasing participation in international trade of those products (these three points will be covered in greater detail in Chapter 1).

In countries that have managed to confront and cope with the challenges of food insecurity over the past two centuries, markets have done the heavy lifting. Markets serve as the arena for allocating society's scarce resources to meet the virtually unlimited needs and desires of consumers: no other mechanism can efficiently signal fluctuations in scarcity and abundance, the cost of labor, or the value of commodities. But markets fail at tasks that society regards as important; thus, governments have had to intervene to stabilize the economic environment and provide essential public goods, such as transportation and communications networks, agricultural research and development, and access to quality health and educational facilities. Ending hunger requires that each society find the right balance of market forces and government interventions to drive a process of economic growth that reaches the poor and ensures that food supplies are readily, and reliably, available and accessible to even the poorest households. But locating that balance has been a major challenge for many countries, and seems to be getting more difficult as the global economy becomes more integrated and less stable. Food Security and Scarcity explains what forms those challenges take in the long run and short term and at global, national, and household levels. C.
