This book considers the ability and capacity of the food supply system in Australia to provide food security for the ever-increasing domestic and international population in the face of growing challenges in production, resource supply and failures within the food system itself. Although Australia is a net food exporting country, domestic food insecurity exists and will increase as food prices rise in the coming decades. In the wake of the food crises of the early 1970s and the resulting World Food Conference of 1974, a group of innovators realized that food security depends not only on crop production, but also on the policies that affect food systems, from farm to table. The International Food Policy Research Institute (IFPRI) was founded in 1975 and for the past four decades has worked to provide partners in donor and recipient countries with solid research and evidence on policy options. IFPRI was fortunate to have as its first board chairman, world-renowned Australian economist Sir John Crawford, who was a passionate advocate for international agricultural research and an architect of CGIAR, of which IFPRI is a member. Agriculture and rural development play a critical role in alleviating poverty and undernutrition. The Australian Department of Foreign Affairs and Trade (DFAT) has focused its efforts on three pillars of food security: improving agricultural productivity, increasing rural livelihoods, and improving community resilience. This demonstrates Australias commitment to serving the needs of the poorest and constructing the building blocks of global food security in the long term. In 20132014, the Australian governments spending on food security is expected to total more than 316 million Australian dollars. Working with many longstanding partners, such as the government of Australia and its Australian Centre for International Agricultural Research (ACIAR), IFPRIs research focuses on sustainable agricultural growth that engages the private sector, country-led strategy development, investment in agricultural research, provision of safety nets to strengthen resilience, prioritization of nutrition interventions for women and children, design of climate change adaptation and mitigation strategies, and partnerships with other stakeholders in global movements, such as Scaling Up Nutrition. Over the past 25 years, activists, farmers and scholars have been arguing that the industrialized global food system erodes democracy, perpetuates injustices, undermines population health and is environmentally unsustainable. In an attempt to resist these effects, activists have proposed alternative food networks that draw on ideas and practices from pre-industrial agrarian smallholder farming, as well as contemporary peasant movements. This book uses current debates over Michel Foucault’s method of genealogy as a practice of critique and historical problematization of the present to reveal the historical constitution of contemporary alternative food discourses. While alternative food activists appeal to food sovereignty and agrarian discourses to counter the influence of neoliberal agricultural policies, these discourses remain entangled with colonial logics. In particular, the influence of Enlightenment ideas of improvement, colonial practices of agriculture as a means to establish ownership, and anthropocentric relations to the land. In combination with the genealogical analysis, this book brings continental political philosophy into conversation with Indigenous theories of sovereignty and alternative food discourse in order to open new spaces for thinking about food and politics in contemporary Australia.

This book provides a critical, multiperspective, sociohistorical analysis of the role of food in postcolonial Indigenous, British and French settler relations. Drawing on archival resources from Australian explorers, settlers and nation builders, the book argues that contemporary issues of food security, sovereignty and sustainability have been significantly shaped by the colonial impact on human foodways. The author goes on to enhance readers’ understanding of how contact between inhabitants and newcomers was shaped and informed by food, and how these engagements established a modus vivendi that carries through to the present day. Based on the assessment of archival records, it uses a comparative, socio-historical lens to investigate contact between Indigenous and non-Indigenous people where the exchange of food or knowledge about food took place. It finds that the transfer of food and food knowledge was multifaceted, and the flow of food knowledge occurred in both directions, although these exchanges were neither symmetrical nor balanced. It also analyzes and discusses food as a focal point of activity. The final chapter offers an assessment of the potential for the development of a sustainable, nutritious, tasty Australian cuisine that moves beyond the tropes and stereotypical narratives embedded into colonial Indigenous-settler relations in the context of food. If this was accepted by all Australians, it would allow opportunities to be created for Indigenous Australians to develop food products for the market that are sustainable, economically viable and developed in ways that are culturally appropriate.
