Climate change has a major impact on food security in Nepal. Almost all women farmers in the country depend upon agriculture as a major source of income to enhance their food security. There has thus far been no systematic study about the impact of climate change on food security of women farmers. Therefore to fill this lacuna, the present study was conducted in five Village Development Committees with 150 households of Udayapur district in Nepal. The present research aims to study the perception of farmers about climate change, the impact of climate change on agriculture and food security. It also documents the adaptation strategies that farmers practice. The study also attempts to study the agricultural policies through a gender perspective and identify the gaps in the policy. Both primary and secondary sources were used for data collection. The production of the major food crops like wheat, maize, rice, fruits fresh vegetables and livestock has been in relative decline since the past several years. Sometimes total crop failure occurred due to drought, excessive rainfall or an epidemic of insects, pests and diseases. The change in the climatic pattern has resulted in decreased crop productivity that increases food insecurity of the people. Farmers use different adaptation measures to cope with the adverse effect of climate change. These helped to minimise crop losses and improve the food security situation of women farmers by preventing crop loss. The national agricultural policy was found lacking in gender sensitivity. Based on the analysis of the data, recommendations have been made to the government.

Food security is high on the political agenda. Fears about societal insecurity due to food price increases and hunger, grave scenarios regarding the effects of climate change and general uncertainty about the impacts of investments in biofuels and so-call “land grabbing” on food prices and availability have meant that food security is now recognised as being a multifaceted challenge. This book is unique in that it will bring together analyses of these different factors that impact on food security. This volume will describe a range of different perspectives on food security, with an emphasis on the various meanings that are applied to food security “crisis”. The challenges to be reviewed include market volatility, climate change and state fragility. Analyses of responses to food security crises and risk will cover rural and urban contexts, arenas of national policy formation and global food regimes, and investment in land and productive technologies. This book is unique in two respects. India’s agricultural systems are increasingly affected by the adverse effects of climate change. While the Government of India has put together an impressive set of programs to address climate change impacts on agriculture, substantial shortcomings of these programs have been identified, especially in reaching women farmers. Women’s increased vulnerability to climate change and reduced access to climate smart agricultural practices can be attributed to limited land ownership, poor access to credit, reduced access to information and formal extension, and time pressures from multiple domestic and productive demands on their time. We undertake an extensive policy review of India’s agriculture and climate policies and program, and supplement that with a series of focus group discussions with women and men farmers in Gujarat to discuss constraints and potential entry points for better reaching women farmers with climate smart agriculture practices. Village cooperatives and self-help groups can be key intermediary organizations that can support women’s access at the local, state and country level.
