Food systems are intimately linked to our lives – through the food we eat, our nutrition and health, our livelihoods, jobs, and the environment and natural resources of the planet. The main challenge for food systems is to produce nutritious food for all while preserving our biodiversity and environment and ensuring equitable distribution of wealth. This Food Systems Profile provides a summary of the main food system issues in The Lao People's Democratic Republic and highlights potential solutions for their sustainable and inclusive transformation. It is the result of a systemic analysis and stakeholders consultation that was part of a global assessment of food systems in over 50 countries, following a joint initiative by the EU, FAO, and CIRAD which aims at catalyzing the sustainable and inclusive transformation of food systems.

The Hand-in-Hand Initiative (HHI) was launched by the Director-General of the Food and Agriculture Organization of the United Nations (FAO), QU Dongyu, to help tackle the slow and negative trends in achieving the SDG targets, in particular the persistence of extreme poverty, hunger and malnutrition. The evidence-based, country-led and country-owned Initiative seeks to accelerate the agricultural transformation and sustainable rural development and brings an innovative approach to partnering through match-making. Countries and their partners are empowered through sophisticated data sharing and model-based analytics to improve the targeting of policies, innovation and investment. HIHI is an inclusive process that aims to build partnerships, alliances and synergies among public and private actors, as well as the international development partners for the goals of eradicating poverty and hunger and reducing inequalities. It will channel the required resources – technical, financial, institutional and human capital – to where they are needed the most and where the potential for reaching the SDG 1, SDG 2 and SDG 10 targets is greatest. On the occasion of the FAO Director-General’s visit to Lao PDR in March 2020, the HIHI was discussed as an opportunity to address key impediments to achieving the SDG1, SDG2 and SDG10. The Government of Lao PDR (GoL) suggested the HIHI be implemented in the emerging economic corridor along the Lao-China railway line. This key national infrastructure connects the country with the world’s largest market, China and other countries in ASEAN – the Association of Southeast Asian Nations. HIHI enhances the capacity of previously isolated communities to effectively and sustainably take advantage of the emerging opportunities afforded by the railway. This concept note highlights a general approach and process to address key impediments to achieving SDG 1, 2 and 10 targets in Lao PDR. It intends to generate support, partnership and engagement from a wide range of new and traditional partners such as the private sector, international agencies, resource partners and the target communities themselves. The proposed approach and framework are not a blueprint but rather a flexible mechanism that will adapt to emerging opportunities and partnerships, building synergies with relevant ongoing and planned initiatives.`

This brief introduces the reader to the agricultural innovation systems (AIS) concept and the TAP-AIS project, implemented by FAO in nine countries, including Lao People's Democratic Republic. The results of the AIS assessment for Lao People's Democratic Republic are presented highlighting the most significant constraints and opportunities to agricultural innovation in the country. The outcomes from the first in a series of TAP-AIS policy dialogue events in Lao People's Democratic Republic, held on 25 October 2021, are also summarized and a way forward for the policy dialogue process, including priority recommendations from the AIS assessment, to support agricultural innovation in Lao People's Democratic Republic is presented.

The Food and Agriculture Organization of the United Nations (FAO) is working with the Government of Lao People's Democratic Republic to enhance responsible investments in agriculture and food systems in the country by supporting the implementation of the Association of Southeast Asian Nations Guidelines on Promoting Responsible Investment in Food, Agriculture and Forestry (ASEAN RAI) Guidelines. This collaboration comprises, supporting the Government in enhancing the enabling environment conducive to RAI, empowering women and youth organizations to engage in and benefit from RAI and raising awareness on RAI and the important role youth and women play. To shed more light on how to better support youth to invest in agriculture and sensitize them on the importance and opportunities this sector can offer, FAO interviewed young Lao people who have been able to invest in agriculture and become successful agri-entrepreneurs. A joint FAO/WFP Crop and Food Security Assessment Mission (CFSAM) visited the Lao People’s Democratic Republic from 16 November to 5 December 2019 at the request of the Ministry of Agriculture and Forestry. The request was prompted by concerns over the impact of unfavourable weather conditions during the second half of 2019 on the main season crops. The Mission estimated the 2019 cereal production and the import requirements during the 2020 marketing year (January/December) and assessed the overall food security situation in the country.

Poised to become the go-to place for agrifood investment and finance solutions, the FAO Investment Centre provides a full suite of investment support services to FAO Members, working in over 120 countries. The Centre acts as a bridge between Members and financing partners to scale up agrifood investment for greater impact at country level. This Atlas presents the first national dataset on livelihoods and the farmers capacity to adapt to climate change in the Lao People's Democratic Republic. Maps included in the Atlas include the satisfaction of farmers’ basic needs, farmers’ access to the resources needed for innovation and the farmers’ capacity to translate innovation into action. The landscape characteristics mapped include attitudes towards livelihood-related change, economic activity, soil fertility, supporting infrastructure, food security issues, water security, institutional support and extension services, access to climate information through information and communication technologies (ICTs ), market access vis-a-vis production orientation, use of and access to agricultural inputs, livelihood diversification, and dependency on agriculture, including the rearing of livestock and fish. The dataset has been generated using an innovative method that combines participatory mapping and advanced data analysis, and which is, both in terms of technical standard and scientific innovation, state-of-the-art. The livelihood data is available online in the Land Resources Information Management System thanks to the work of two collaborating teams: "Applying seasonal climate forecasting and innovative insurance solutions to climate risk management in the agriculture sector in Southeast Asia” (De-Risk) project, implemented by CIAT; and the "Strengthening Agro-Climatic Monitoring and Information Systems (SAMIS)" project, implemented by FAO.

"The results of this study confirm the continuing structural transformation of the Lao rice sector which started a decade ago. To some extent, the sector transformations being led by inter related factors not strictly related to government rice sector policies, including: (i) continued GDP growth led by mineral and hydropower exports; (ii) increasing job opportunities in the non-tradable, non-agricultural sector, and in neighboring countries, associated with increasing incomes; (iii) increasing shortages of farm labour and an ageing farm population; (iv) increasing urbanization and related changes in food consumption patterns; and (v) stabilization of aggregate national rice consumption as a result of a declining population growth rate and gradual diversification of diets away from rice as a source of calories. Furthermore, emergence of new private sector driven export crops. The current situation, which decouples rice sector-related government policies between farm and post-farm, each governed by different sector line ministries, may no longer be efficient. The growth in the number of commercially-oriented rice farmers as shown by the 2010 agriculture census data means that investments in further productivity improvements need to be well articulated with measures to sustain a sound market environment and this has trade policy implications."--Publisher's description.

At the request of the government, a joint FAO/WFP Crop and Food Security Assessment Mission (CFSAM) visited the country from 14 November to 2 December 2022 to estimate the 2022 crop production, to forecast the country’s import requirements for 2023 and to estimate the number of food insecure people.
