Safety nets are noncontributory transfer programs targeted to the poor or vulnerable. They play important roles in social policy. Safety nets redistribute income, thereby immediately reducing poverty and inequality; they enable households to invest in the human capital of their children and in the livelihoods of their earners; they help households manage risk, both ex ante and ex post; and they allow governments to implement macroeconomic or sectoral reforms that support efficiency and growth. To be effective, safety nets must not only be well intended, but also well designed and well implemented. A good safety net system and its programs are tailored to country circumstances, adequate in their coverage and generosity, equitable, cost-effective, incentive compatible, and sustainable. Good safety nets are also dynamic and change over time as the economy changes or as management problems are solved and new standards are set. Drawing on a wealth of research, policy, and operational documents from both academia and the World Bank s work in over 100 countries, For Protection and Promotion provides pragmatic and informed guidance on how to design and implement safety nets, including useful information on how to define eligibility and select beneficiaries, set and pay benefits, and monitor and evaluate programs and systems. This book is a product of my long-standing interest in international action on human rights, an interest which I developed as a graduate student and which I have maintained as a teacher and researcher. I am indebted to Professor Vernon Van Dyke of the University of Iowa for stimulating my interest in the subject and for guiding the preparation of my Ph. D. thesis, of which this book is a greatly revised and expanded version. I should also like to express my ap preciation to Professor A. Glenn Mower, Jr. , of Hanover College, and to my colleague Glenn N. Schram, both of whom read the thesis and made many helpful suggestions when I began to revise it for publication. This book offers an in-depth analysis of a fundamental human freedom and a cornerstone of democracy: the Freedom of Religions or Beliefs (FoRB). The book focuses on the legal protection and promotion of FoRB in Europe because, in this context, exercising this right goes beyond a mere internal positioning in terms of legislation; rather, it is influenced by international and supranational case law, as well as the promotional activities of selected non-state subjects of international law. The content is divided into three sections: Part I on the European Convention of Human Rights, Part II on the EU, and Part III on other international actors. The first two Parts examine FoRB in its systematic aspects and “day-to-day” aspects. In contrast, the third Part highlights the promotional activities carried out by the Holy See, the ILO, the Council of Europe (“beyond the Strasbourg Court”), and the OSCE to promote, recommend or otherwise support it. Overall, the volume highlights how the exercise of FoRB can be ensured via international and supranational legal protection (both normative and judicial) and via promotional activities aimed at encouraging and helping states guarantee tolerance and pluralism in their national legislation. The 16 main chapters offer a broad overview of the topic under investigation. Each contribution can be seen as a stand-alone study and, simultaneously, as a link in a chain of legal analysis that connects multiple FoRB-focused questions. This is perhaps because Human Rights scholars have different opinions about the concept. Human Rights are "generally moral rights claimed by everyone and held against everyone, especially against those who run social institutions'', (Orend 2002 ). At the global stage, the United Nations (UN) has for years played a leading role in promoting and protecting human rights with support from International Non-governmental Organisations. In addition to the effort of the United Nations (UN), the state has basically been seen as the main actor in the promotion and protection of Human Rights. Unfortunately, states according to Hakemulder et al (1998), are often the very abuser of the rights of the citizens they are required to protect. It is noteworthy however that though the state bears the primary responsibility in issues of human rights, other organs of the society are included in the protection and promotion of Human Rights, (Addo, 1999). These organs, institutions and mechanisms include constitutions, law and legality, the courts among others. This write-up is about to discuss one of such mechanisms, the mass media in relation to how it carries out it promotion and protection role of Human Rights. Although there are International Human Rights Instruments which the United Nations (UN) has produced to serve as common standard of achievement of all people, countless Human Rights Violations occur locally and across the globe. These violations could be committed by the state as well as non-state actors. The UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions (CDCE) was adopted in 2005 and designed to allow States to protect and promote cultural policies.
