In his examination of Operation Enduring Freedom, Hy Rothstein maintains that although the operation in Afghanistan appeared to have been a masterpiece of military creativity, the United States executed its impressive display of power in a totally conventional manner--despite repeated public statements by Secretary of Defense Rumsfeld that terrorists must be fought with unconventional capabilities. Arguing that the initial phase of the war was appropriately conventional given the conventional disposition of the enemy, the author suggests that once the Taliban fell the war became increasingly unconventional, yet the U.S. response became more conventional. This edited volume examines deterrence and the defense efforts of European states neighboring Russia, following the Crimean intervention. Deterrence, after being largely absent from debates among academics and policy-makers for almost a quarter of a century, has made a comeback in Europe. Since Russia’s annexation of Crimea and the start of the military conflict in Ukraine’s Donbass region, eastern and northern European states have revised their assessments of Russia’s policies and intentions. The approach used by Russia in Ukraine has rendered lessons learned from the Cold War deterrence only partially applicable due to the changing security situation in Europe. The emergence of the cyber realm, a smaller emphasis on nuclear deterrence, and the ideological conflict between Russia and the West, are among the key differences between the Cold War and the current security environment. For four decades after World War II, U.S. Special Operations Forces—including Army Special Forces, Navy SEALs, Air Force special operations aircrews and Special Tactics Group—suffered from mistrust and inadequate funding from the military services. They were nearly eliminated from the active force following the Vietnam War. But in the past fifteen years, special operations forces have risen from the ashes of the failed 1980 rescue of American hostages in Iran to become one of the most frequently deployed elements of the U.S. military. They are now adequately funded, better-equipped, and well-trained. Special operations forces are often the nation's first military response when faced with a crisis in today's uncertain and unstable international security environment. What caused this dramatic turnaround? As this book shows, it was a long way from congressional outrage at TV images of burned bodies of U.S. servicemen in the Iranian desert to the establishment of a special operations force of nearly 45,000 active and reserve personnel. The drama of how this happened sheds light on how public policy is made and implemented.
