At these prices the Chain boardl'was to buy all the grain offered and to sell it for ex port only, at world market prices. Precaution was taken lest charges of dumping be made against the country. In its Operations, however, the Board was not to accumulate stocks for speculative purposes but was to sell continually to exporters, without forcing sales with reduction in prices, and continually following the trend of world market quotations. Butter, pork, and eggs were all on an export basis during the period 1937-39. Bread grains, potatoes, sugar, beef, and cheese were all about sufficient for consumption requirements. CE the feed grain about 10 percent still had to be imported to sustain the expanded livestock industry. The principal deficiencies now are concentrated feed for dairy cattle, fats and oils for the manufacture of margarine, commercial fertilizer, and such exotic products as coffee, cacao, tobacco, and tropical fruits and fibers. Somewhat similar techniques could be applied to the same enterprise in other countries. In fact the services of competent United Nations or even local personnel could be utilized in developing these programs in other countries. In 1932, in order to provide leadership for the solution of this poultry prob lem in Bulgaria, a capable young Bulgarian poultry specialist, Director of the Cen tral Poultry Experimental Station at Sofia, was granted a year's research fellowship in the United States. He returned with a practical program for applying scientific practices to Bulgarian farm conditions, which he immediately put into effect at the Central Poultry Experimental Station. Sales and deliveries by exporting coun tries for the first 6 months of this year, though probably below those for the same period last year, appear to have some stability. And while prices were Steady during this 6-month period, the expected readjustment in July was not too drastic and was limited in area. Asian export supplies and sales - as far as Burma, Thailand, Vietnam, and Taiwan are concerned - will probably hold up to last year's levels, and maybe rise slightly above them. The same is true for Australia. For the first 6 months of 1959, rice from Communist China was nm as much in evidence in world markets as it was during the 6 months immediately preceding. And while there is little information avail able, it may well be that a combina tion of things will limit the quantity of rice that comes out Of Mainland China for the balance of 1959.
