Both the North and the South have their responsibilities in allowing the gap between them to widen, and this global issue worsening. However, dominant countries are able to dictate and influence international relations so as to enhance their interests. Less powerful countries on the other hand remain in a dependent position, having little choice but to accept the conditions set, while they also seek to secure their interests. In the context of this paper, the aim is to illustrate how foreign aid to Africa has been a global foreign policy tool for Germany. Foreign aid has allowed the growth of German markets for its exports, and thus boosting its economic status at a global level. Foreign aid has also provided employment for those working in the international development cooperation sector. Hence by becoming a powerful economic player, Germany has also gradually increased its status as a global political player. Within the context of global security challenge, foreign aid has also been used as a global foreign policy tool in the context of fighting poverty and the promotion of democracy under the banner of good governance. Foreign aid has also helped in promoting local projects in the developing countries, where for instance German environmental expertise remains necessary. However, the poverty plight has worsened over the last decades, and this thus questions the use for foreign aid. Radical critics argue that it has not been effective in developing Africa but rather contributes to its continuous dependency and hinders genuine economic development. Why do aid agencies from wealthy donor countries with diverse domestic political and economic contexts arrive at very similar positions on a wide array of aid policies and priorities? This book suggests that this homogenization of policy represents the effects of common processes of globalization manifest in the aid sector. Drawing on both quantitative and qualitative analysis of policy adoption, the book argues that we need to examine macro-level globalizing influences at the same time as understanding the micro-level social processes at work within aid agencies, in order to adequately explain the so-called ‘emerging global consensus’ that constitutes the globalization of aid. The book explores how global influences on aid agencies in Canada, Sweden, and the United States are mediated through micro-level processes. Using a mixed-methods approach, the book combines cross-national statistical analysis at the global level with two comparative case studies which look at the adoption of common policy priorities in the fields of gender and security. The question of why countries give aid and assistance to other countries has long been a topic of debate- is it altruism, or selfishness? The assumption is sometimes made that donors from developing countries might be more motivated by altruism than ‘traditional’ western donors. This book demonstrates that on the contrary, the provision of development assistance can be used to serve national interests, allowing so-called ‘emerging’ donors to gain soft power in the international sphere by improving their image and global influence. Technical cooperation, or the transfer of knowledge, is an area of particular interest, as it can enable donors to position themselves as a global leader in a given field, with a unique set of skills and expertise in a knowledge area. This book uses the Brazilian case to demonstrate how a country such as Brazil can seek power and influence by providing no-strings-attached technical assistance. The empirical analysis unpicks the motivations behind development assistance, and how it can be used as a foreign policy tool. In doing so, the book sheds light upon the similarities and variations in the provision of technical cooperation as a foreign policy tool by China, India, and Brazil.
