Foreign humanitarian assistance (FHA) activities conducted by US Armed Forces range from steadystate program activities supporting geographic combatant commanders (GCC) security cooperation and related programs to conducting limited contingency operations in support of another United States Government (USG) department or agency. FHA activities include foreign disaster relief (FDR) and other activities that directly address a humanitarian need. FHA operations can be supported by other activities conducted by US military forces or they may be conducted concurrently with other types of related operations and activities such as dislocated civilian support, security operations, and foreign consequence management. FHA operations (including FDR operations) are normally conducted in support of the United States Agency for International Development (USAID) or the Department of State (DOS). FHA provided by US forces is limited in scope and duration; designed to supplement or complement the efforts of the host nation (HN) that has the primary responsibility for providing that assistance; and may support other USG departments or agencies. Although US military forces are organized, trained, and equipped to conduct military operations that defend and protect US national interests, their inherent, unique capabilities may be used to conduct FHA activities.

The theories and case studies examined in this volume constitute a thorough study of foreign intervention in civil conflicts for the purpose of rendering humanitarian aid. The classical paradigm of the ethics of intervention forbids the violation of territorial sovereignty. Public international law and the UN charter also mandate nonintervention within the territorial boundaries of a state. Nevertheless, in recent years, as a result of brutal civil conflicts and their violent and inhumane consequences—as in Rwanda, Bosnia, and Cambodia—international aid interventions have become an accepted practice. Still, international humanitarian aid involves unsettled, controversial issues—dilemmas concerning donors, recipients, and international organizations. U.S. aid to Africa initially reached a peak in 1985, when global competition with the Soviet Union was at a high point. After the cold war ended, security assistance levels for Africa began to decline. In 1995, at the outset of the 104th Congress, substantial reductions in aid to Africa had been anticipated, as many questioned the importance of Africa to U.S. national security interests in the post-cold war era. As the debate went forward, however, congressional reports and bills emphasized U.S. humanitarian, economic, and other interests in Africa. Aid levels did fall, but gradually began to increase again in FY1997. U.S. assistance to Africa is reaching new highs due to a significant increase in health care sectors under the Global Health and Child Survival (GHCS) program. U.S. aid to Africa nearly quadrupled from $1.2 billion in FY2006 to $6.7 billion in FY2010. Moreover, the United States is the leading donor of humanitarian assistance to Africa. Between FY1999 and FY2009, the United States provided over $10.1 billion to East and Central African countries and an estimated $2.2 billion to Southern Africa countries.

International Humanitarian NGOs and State Relations: Politics, Principles and Identity examines the often discordant relationship between states and international non-governmental organisations working in the humanitarian sector. INGOs aiming to provide assistance to populations suffering from the consequences of conflicts and other human-made disasters work in the midst of very politically sensitive local dynamics.
