While domestic issues loom large in voters' minds during American presidential elections, matters of foreign policy have consistently shaped candidates and their campaigns. From the start of World War II through the collapse of the Soviet Union, presidential hopefuls needed to be perceived as credible global leaders in order to win elections -- regardless of the situation at home -- and voter behavior depended heavily on whether the nation was at war or peace. Yet there is little written about the importance of foreign policy in US presidential elections or the impact of electoral issues on the formation of foreign policy. In US Presidential Elections and Foreign Policy, a team of international scholars examines how the relationship between foreign policy and electoral politics evolved through the latter half of the twentieth century. Covering all presidential elections from 1940 to 1992 -- from debates over American entry into World War II to the aftermath of the Cold War -- the contributors correct the conventional wisdom that domestic issues and the economy are always definitive. Together they demonstrate that, while international concerns were more important in some campaigns than others, foreign policy always matters and is often decisive. This illuminating commentary fills a significant gap in the literature on presidential and electoral politics, emphasizing that candidates' positions on global issues have a palpable impact on American foreign policy.

Since the fall of communism, public opinion in Russia, including that of a now more diverse elite, has become a substantial factor in that country's policymaking process. What this opinion might be and how it responds to American actions is the subject of this study. William Zimmerman offers important and sometimes disturbing insight into the thinking of citizens in America's former Cold War adversary about such matters as NATO expansion. Drawing on nearly a decade of unprecedented surveys he conducted with a wide spectrum of the Russian public, he gauges the impact of Russia's opening on its foreign policy and how liberal democrats orient themselves to foreign policy. He also shows that insights from the study of American foreign policy are often "portable" to the study of Russian foreign policy attitudes. As Zimmerman shows, the general public, which had a modest but real role in foreign policy decision making, tended much more toward isolationism than did the predominant elites who steered Russia's foreign policy in the 1990s. Interspersing smooth prose with a wide array of richly informative tables, the book represents an invaluable opportunity to discern probable shifts in Russian foreign policy that domestic political changes would bring. This book explores the sources of Russia’s foreign policy conduct since the end of the Cold War. It is aimed at those interested in Russian foreign policy, international security, and diplomacy. The book embraces an eclectic approach by applying insights from several strands of IR theory, exploring both international and domestic sources. The author argues that Russian foreign policy is influenced by the country’s strategic culture, which exhibits some persistent elements inherited from Russia’s imperial past and from Soviet times. The challenges to Russia’s security interests from Western policies led to an increase in Russian foreign policy assertiveness. As a result, Russia is becoming more committed to Eurasian integration and nurturing relations with China. This book further argues that Russia’s relations with the post-Soviet states have been and will remain a priority of its foreign relations and, therefore, Russia is likely to continue challenging any Western interference in these states. The author maintains that geoeconomics and the protection of overseas economic interests are becoming more prominent in Russia’s foreign policy calculus. The role of domestic factors in the country’s foreign policy, such as authoritarianism, regime vulnerability, and the role of political factions, is also examined.
