Can coercive foreign policy destabilize autocratic regimes? Can democracy be promoted from abroad? This book examines how foreign policy tools such as aid, economic sanctions, human rights shaming and prosecutions, and military intervention influence the survival of autocratic regimes. Foreign pressure destabilizes autocracies through three mechanisms: limiting the regime's capacity to maintain support; undermining its repressive capacity; and altering the expected utility of stepping down for political elites. Foreign Pressure and the Politics of Autocratic Survival distinguishes between three types of autocracies: personalist rule, party-based regimes, and military dictatorships. These distinct institutional settings influence the dictators' strategies for surviving in power as well as the propensity with which their leaders are punished after a regime transition. Consequently, the influence of foreign pressure varies across autocratic regime types. Further, the authors show that when foreign coercion destabilizes an autocracy, this does not always lead to democratic regime change because different regimes breakdown in distinct ways. While democratization is often equated with the demise of autocratic rule, it is just one possible outcome after an autocratic regime collapses. Many times, instead of democratization, externally-induced regime collapse means that a new dictatorship replaces the old one. This theory is tested against an extensive analysis of all dictatorships since 1946, and historical cases which trace the causal process in instances where foreign policy tools helped oust dictatorships. Autocrats must overcome a range of challenges as they seek to gain and maintain political power, including the threat that comes from both rival elites and discontented publics. The International Politics of Authoritarian Rule examines the ways in which international forces can encourage and assist autocratic actors in overcoming these challenges. Often, autocratic incumbents are strengthened in power by events on the international stage and by the active support of international allies. The book offers a typology of different international forms of influence on authoritarianism, and examines the ways in which external forces shape autocratic rule at the domestic level. The typology distinguishes between three broad forms of international influence: passive influences, unintended consequences, and active forms of external autocratic sponsorship. The book focuses in particular on the latter category, and examines intentional autocratic sponsorship in the post-Cold War period. A central contribution of the book is to address the question of how international autocratic sponsorship can bolster authoritarian rule. It highlights the ways in which international sponsorship can contribute to authoritarian practices is three significant ways: by increasing the likelihood that authoritarian regimes will pursue 'authoritarian practices' (such as coups, repression or election fraud), by contributing to the implementation of those practices, and finally by shielding autocratic actors from international punishment after such practices are pursued. External sponsorship can thus lower the costs of authoritarian behaviour, and protect and shield authoritarian regimes from the negative consequences of their actions. The Chinese government has frequently been criticized for propping up anti-democratic governments. This book investigates the rise of China as an emerging authoritarian power. By comparing China's bilateral relations to three Asian developing countries - Burma, Cambodia and Mongolia - it examines how China targets specific groups of actors in autocracies versus non-autocracies. It illustrates how the Chinese non-interference policy translates into support for incumbent leaders in autocratic countries and how the Chinese government has thereby profited from exploiting secretive decision making in autocracies to realize its own external interests such as achieving access to natural resources. In a statistical analysis of the patterns of Chinese external cooperation and their impact on the survival of autocratic leaders, the book finds some evidence that China is more likely to target autocracies with economic cooperation. However, only some forms of bilateral interaction are found to increase the prospect of survival for autocratic leaders. This important contribution to the understanding of both external factors of authoritarian endurance and China's foreign relations, a field of study still lacking systematic investigation, will be of great interest to students and researchers in Development Studies, Asian Studies, International Relations, and International Political Economy.

Based on a detailed study of 35 cases in Africa, Asia, Latin America, and post-communist Eurasia, this book explores the fate of competitive authoritarian regimes between 1990 and 2008. It finds that where social, economic, and technocratic ties to the West were extensive, as in Eastern Europe and the Americas, the external cost of abuse led incumbents to cede power rather than crack down, which led to democratization. Where ties to the West were limited, external democratizing pressure was weaker and countries rarely democratized. In these cases, regime outcomes hinged on the character of state and ruling party organizations. Where incumbents possessed developed and cohesive coercive party structures, they could thwart opposition challenges, and competitive authoritarian regimes survived; where incumbents lacked such organizational tools, regimes were unstable but rarely democratized.

How remittances—money sent by workers back to their home countries—support democratic expansion In the growing body of work on democracy, little attention has been paid to its links with migration. Migration and Democracy focuses on the effects of worker remittances—money sent by migrants back to their home countries—and how these resources shape political action in the Global South. Remittances are not only the largest source of foreign income in most autocratic countries, but also, in contrast to foreign aid or international investment, flow directly to citizens. As a result, they provide resources that make political opposition possible, and they decrease government dependency, undermining the patronage strategies underpinning authoritarianism. The authors discuss how international migration produces a decentralized flow of income that generally circumvents governments to reach citizens who act as democratizing agents. Documenting why dictatorships fall and how this process has changed in the last three decades, the authors show that remittances increase the likelihood of protest and reduce electoral support for authoritarian incumbents. Combining global macroanalysis with microdata and case studies of Senegal and Cambodia, Migration and Democracy demonstrates how remittances—and the movement of people from authoritarian nations to higher-income countries—foster democracy and its expansion.
