In the eastern Himalayan Kingdom of Bhutan, culture, society, economy and environment are linked in the development framework of Gross National Happiness (GNH). In this literature review, we highlight the relationships between forests and Bhutan’s development framework and current priorities, identifying plausible causal pathways. Due to the mountainous nature of this country, our particular interest is in the impacts of upstream forest activity on downstream stakeholders. Our hypothetical framework identifies specific causal pathways between forests and the four pillars of GNH (environmental conservation, cultural preservation, equitable socioeconomic development and good governance), and evidence was sought in the published literature to test the hypothesis. While conceptual support for many linkages between forests and each of the pillars was found in the literature, evidential support specifically for Bhutan is limited. The strongest evidence is found for the role of forests in socioeconomic development and good governance, particularly through the community forestry program. To develop incentive programs for forest conservation and restoration, such as payment for ecosystem services and pay-for-performance donor funding, the evidence base needs to be expanded for causal pathways between upstream forest condition and downstream security, particularly for services such as water regulation. The evidence should inform public policy and forest management strategies and practices.

Enhancing social and economic development while preserving nature is one of the major challenges for humankind in the current century. The Millennium Ecosystem Assessment showed an alarming degradation of ecosystems and exacerbated poverty for many groups of people across the world due to unprecedented changes in ecosystems caused by human activities in the 20th century. Sustainable Rural Development is key to maintaining active local communities in rural and semi-natural areas, avoiding depopulation, and preserving high-ecological-value sites, including protected areas. Establishing protected areas is the most common strategy to preserve biodiversity around the world with the advantage of promoting the supply of ecosystem services. However, depending how it affects economic opportunities and the access to natural resources, it can either attract or repel human settlements. The convergence of development and conservation requires decision-making processes capable of aligning the needs and expectations of rural communities and the goals of biodiversity conservation. The articles compiled in this Special Issue (nine research papers and two review papers) make important contributions to this challenge from different approaches, disciplines and regions in the world.

The Asian Development Bank (ADB) supported the provincial authorities of Quang Nam in Viet Nam to scale up the implementation of payments for forest environmental services (PFES) through a technical assistance financed by the Governments of Sweden and Norway. The project pilot-tested two innovations---the group approach and the use of a geographic information system---to speed up PFES planning and implementation in the province. Starting with five villages in Ma Cooih commune, the initiative expanded to include two more communes in the Song Bung 4 watershed. This publication shares lessons and insights gained from this experience, and with it ADB intends to contribute to developing a robust, affordable, and sustainable process of planning and implementing PFES at the provincial level, thereby helping accelerate its implementation.

This book is a compilation of recent developments in land, ecosystem, and water management in the Brazilian state of Rio de Janeiro. The state is located in the biodiversity hotspot of the Atlantic Forest (Mata Atlântica), a biome characterized by high biological diversity and endemism. At the same time the state of Rio de Janeiro emerged to one of the economic hubs in Latin America. This development process has been accompanied by population growth, industrialization, urbanization, as well as consumption and degradation of land and water resources. In the past years many efforts have been made to stop or at least slow down these degradation processes and restore degraded environments with the overall goal to bring together sustainable management of natural resources, nature conservation, and economic development. An overview is provided of the different strategies and tools that have been developed in the fields of agriculture, ecosystem management and biodiversity, integrated water management, land restoration, disaster risk reduction and climate change adaptation, as well as environmental governance and economic instruments. This book covers a wide spectrum from applied research to science‐policy interfaces, planning concepts, and technical tools and has a model character for other rural areas in Latin America. Target groups are scientists, practitioners, policy makers and graduate students in the field of environmental management. The different chapters are written by researchers and practitioners of the German‐Brazilian project INTECRAL (Integrated Eco Technologies and Services for a Sustainable Rural Rio de Janeiro), the rural development program Rio Rural under the state secretary for agriculture and animal husbandry, as well as invited scientists from Brazilian universities and research institutes.
