The objective of this publication is to present the policy and management approach of each member country on its protective forests. The goal of the member countries is to increase the resilience of mountain forests and ensure the sustainability of their protective functions for society. Each country report covers the following topics: 1) definition of protective forests; 2) characteristics of the national protective forest system; 3) challenges encountered in the management and strengthening of protective forests, including climate change impacts; 4) governance of the protective forest system; and 5) monitoring and planning systems for protective forests. Countries have defined, characterized, and identified challenges inherent to their protective forests, and it is through their appropriate governance, management and planning that the forests are able to provide ecosystem services in a sustainable way. In the context of a changing climate, the approach has to be revisited and adapted to novel and increasingly more uncertain conditions. This review of reports from 12 countries shows that especially mountain regions in Europe are facing common challenges and that different approaches can be learnt from each another. We hope that this report may provide a basis for further actions in transboundary and international cooperation for maintaining and enhancing protective forests.

Landscape Development and Climate Change in Southwest Bulgaria aims to address some of the current limitations in our understanding of past Balkan climate and environment. High mountains and their ecosystems offer an outstanding opportunity for studies on the impact of climate change. The Balkan Mountains in Southeast Europe, situated at the transition between temperate and Mediterranean climate, are considered as very sensitive to historical and current global changes. The geoarchives lake sediment, peat and soil, long living trees and glaciers have been used to reconstruct the climatically-driven change of forest and treeline during the Holocene and the younger past. These processes are interrelated with complex ecological changes, as for example the seasonality of climate parameters. The landscape research approach with the analyses through multi-palaeo-geoecological proxies is new for the Balkans.

The mountain regions in Southeastern Europe are unique natural regions of great beauty and ecological value, and home of the head waters of major rivers. They constitute a major ecological, economic, cultural, recreational and living environment in Europe, shared by numerous cultures and countries. The Southeastern European Mountain Regions are an important reservoir for biodiversity and habitats in Europe. A great number of protected areas – national parks, nature parks, reserves and nature monuments are located in these regions. From a socio-economic point of view the mountain regions are among the poorest areas in the Southeastern European countries, but they have potential for the implementation of successful economic activities.
