In 1943, thirty-two Irish POWs refused a Gestapo request to work for Germany. They were sent to a labour camp, where they were starved, beaten and forced to dig the foundations for a Nazi super-structure codenamed Bunker Valentin - an immense U-boat factory. Thousands of the camp's prisoners perished, including five of the Irishmen; bodies fell into the foundations and were never recovered. The surviving Irishmen were saved by the goodwill of decent Germans.Among them was Harry Callan, a Catholic boy from Derry who went to sea at sixteen as a British Merchant Navy seaman. His ship had been captured by a German raider two years before he ended up at the labour camp. Harry was unable to speak about the brutality he experienced for decades after he was liberated. Einer von ihnen war Harry Callan, ein katholischer Junge aus Derry, der mit 16 Jahren als Seemann bei der Britischen Handelsmarine anheuerte. Als verängstigter Teenager wurde Harry Zeuge der furchtbaren Gräueltaten der NS-Kriegsmaschinerie. Über 1.300 Lagerinsassen kamen ums Leben, darunter fünf der zur Zwangsarbeit eingesetzten irischen Seeleute. Der junge Harry Callan hatte das Glück, vom Lagerarzt für Gartenarbeiten herangezogen zu werden. So konnte er den fürchterlichen Arbeitsbedingungen auf der Baustelle entkommen. Doch noch Jahrzehnte nach seiner Befreiung war er nicht in der Lage, über die im Lager herrschende Brutalität zu sprechen. Erst in seinen Achtzigern kehrte Harry Callan an die Stätte seiner Gefangenschaft zurück. Er fand heraus, dass die irischen Kriegsgefangenen in Vergessenheit geraten waren. In den offiziellen Aufzeichnungen gab es keine Spur von ihnen. Nearly 40 years after the concept of finite deterrence was popularized by the Johnson administration, nuclear Mutual Assured Destruction (MAD) thinking appears to be in decline. The United States has rejected the notion that threatening population centers with nuclear attacks is a legitimate way to assure deterrence. Most recently, it withdrew from the Anti-Ballistic Missile Treaty, an agreement based on MAD. American opposition to MAD also is reflected in the Bush administration's desire to develop smaller, more accurate nuclear weapons that would reduce the number of innocent civilians killed in a nuclear strike. Still, MAD is influential in a number of ways. First, other countries, like China, have not abandoned the idea that holding their adversaries' cities at risk is necessary to assure their own strategic security. Nor have U.S. and allied security officials and experts fully abandoned the idea. At a minimum, acquiring nuclear weapons is still viewed as being sensible to face off a hostile neighbor that might strike one's own cities. Thus, our diplomats have been warning China that Japan would be under tremendous pressure to go nuclear if North Korea persisted in acquiring a few crude weapons of its own. Similarly, Israeli officials have long argued, without criticism, that they would not be second in acquiring nuclear weapons in the Middle East. Indeed, given that Israelis surrounded by enemies that would not hesitate to destroy its population if they could, Washington finds Israel's retention of a significant nuclear capability totally "understandable."

In a crucial shift within posthumanistic media studies, Bernhard Siegert dissolves the concept of media into a network of operations that reproduce, displace, process, and reflect the distinctions fundamental for a given culture. Cultural Techniques aims to forget our traditional understanding of media so as to redefine the concept through something more fundamental than the empiricist study of a medium’s individual or collective uses or of its cultural semantics or aesthetics. Rather, Siegert seeks to relocate media and culture on a level where the distinctions between object and performance, matter and form, human and nonhuman, sign and channel, the symbolic and the real are still in the process of becoming. The result is to turn ontology into a domain of all that is meant in German by the word Kultur. Cultural techniques comprise not only self-referential symbolic practices like reading, writing, counting, or image-making. The analysis of artifacts as cultural techniques emphasizes their ontological status as “in-betweens,” shifting from firstorder to second-order techniques, from the technical to the artistic, from object to sign, from the natural to the cultural, from the operational to the representational. Cultural Techniques ranges from seafaring, drafting, and eating to the production of the sign-signaldistinction in old and new media, to the reproduction of anthropological difference, to the study of trompe-l’oeils, grids, registers, and doors. Throughout, Siegert addresses fundamental questions of how ontological distinctions can be replaced by chains of operations that process those alleged ontological distinctions within the ontic. Grounding posthumanist theory both historically and technically, this book opens up a crucial dialogue between new German media theory and American postcybernetic discourses.
