Introduccion: La Gestión Ambiental Municipal - GAM, se constituye como el ejercicio consciente y permanente de administrar los recursos del municipio y de orientar los procesos culturales hacia el logro de la sostenibilidad, a la construcción devalores y actitudes amigables con el medio ambiente y a revertir los efectos del deterioro y la contaminación sobre la calidad de vida y la actividad económica. Es así como el Plan de Gestión Ambiental Municipal - PGAM, es un instrumento técnico de planeación con el cual se busca conocer y explicar el estado actual de los diferentes componentes ambientales del municipio y proponer líneas de acción, programas y proyectos que permitan aprovechar de manera sostenible las potencialidades y oferta ambiental, y evitar o minimizar los impactos negativos que causan los procesos sociales, económicos y productivos sobre la base natural del territorio. En síntesis, el PGAM es el compendio de iniciativas, estrategias y medios para lograr el proceso progresivo de mejoramiento de la calidad ambiental del municipio. El PGAM, está conformado por varios componentes: uno de organización de la estructura administrativa municipal que le permita cumplir con las funciones ambientales que la Constitución y la Ley le otorgan al municipio, y otro instrumental que apoya la gestión ambiental municipal, el cual incluye instrumentos: políticos, jurídicos y normativos, administrativos y gerenciales, económicos y financieros, de coordinación y participación, técnicos y de planeación. El presente proyecto se desarrolló en el municipio de Sibundoy, departamento del Putumayo, y consistió en la elaboración de un diagnóstico ambiental, el cual permitió: identificar los actores involucrados en la gestión ambiental municipal, reconocer el estado de los recursos naturales, identificar las potencialidades y problemáticas ambientales. The Eastern Nile riparian countries Egypt, Ethiopia and Sudan are currently developing several reservoir projects to contribute to the needs for energy and food production in the region. The Nile Basin, particularly the Eastern Nile Sub-basin, is considered one of a few international river systems with potential conflicts between riparian countries. In the absence of formal mechanisms for collaboration, the transboundary nature of this basin makes sound water resources development challenging. The large seasonal and inter-annual variability of the river flow exacerbates those challenges. A further complication is the high sediment load in the Eastern Nile rivers during the high flow season. This study contributes to fill relevant knowledge gaps through a better understanding of the methods needed for a complex system of multipurpose reservoirs, considering both water quantity and sediment load. The study quantifies the impacts of water resources development in the Eastern Nile basin and identifies system management options at both regional and country level. Developing a collaborative and unified perspective of the countries towards new projects can be beneficial for all. New operation rules are proposed for improving operation of the current system when new infrastructures are developed and operated either unilaterally or, ideally, cooperatively.
