The Eastern Nile riparian countries Egypt, Ethiopia and Sudan are currently developing several reservoir projects to contribute to the needs for energy and food production in the region. The Nile Basin, particularly the Eastern Nile Sub-basin, is considered one of a few international river systems with potential conflicts between riparian countries. In the absence of formal mechanisms for collaboration, the transboundary nature of this basin makes sound water resources development challenging. The large seasonal and inter-annual variability of the river flow exacerbates those challenges. A further complication is the high sediment load in the Eastern Nile rivers during the high flow season. This study contributes to fill relevant knowledge gaps through a better understanding of the methods needed for a complex system of multipurpose reservoirs, considering both water quantity and sediment load. The study quantifies the impacts of water resources development in the Eastern Nile basin and identifies system management options at both regional and country level. Developing a collaborative and unified perspective of the countries towards new projects can be beneficial for all. New operation rules are proposed for improving operation of the current system when new infrastructures are developed and operated either unilaterally or, ideally, cooperatively.

Bachelor Thesis from the year 2012 in the subject Politics - Region: Near East, Near Orient, grade: 14,5 p., University of Marburg, language: English, abstract: Since South Sudan's secession in 2011 the Nile River is shared by eleven countries (Egypt, Sudan, South Sudan, Ethiopia, Eritrea, Tanzania, Uganda, Burundi, Rwanda, D.R. Congo, and Kenya) and is home to more than 160 million people. Five of these countries are among the poorest in the world, with low levels of socio-economic development or - in other words - with tremendously high potentials and motivation to socio-economically develop. Today, exploitation of the Nile has reached its limits with ever greater populations and industries depending on its waters. History has created political power structures which represent the exact opposite of the hydrological realites. Although the river receives no contributions from Egyptian territories, the country is the most excessive consumer of Nile waters and dependent on it for about 95% of its freshwater resources. At the same time, precipitation in the Ethiopian highlands delivers some 85% of the Nile's flow measured at Aswan. But the prevailing river regime in combination with a history of political instability has so far prevented Ethiopia and other upstream countries from constructing major schemes to facilitate economic development or even flood protection for its population. Will increasing resource competition lead the states of the Nile Basin to full-scale inter-riparian conflict? Egypt with its very limited availabilty of arable land and already over-exploited and contested water resources must consider to at least partially abandon its pursuit of food self-sufficiency and examine alternative ways of securing its population's needs. Given growing pressures on the Nile's resources, the Basin states' current order will have to fundamentally shift from the current lower-basin domination to a more integrative regional system that appreciates both the upperriparians' contributions and development needs as well as the lower-riparians' dependence upon their cooperation. Considering the most recent trends in scientific literature on transboundary water resources, this transformation is expected to be accomplished through cooperative action rather than resisted against through inter-riparian conflict. This paper argues that Egypt will, despite the repeated threats uttered against underdeveloped upstream states' claims for more equal shares, lose its hitherto dominant position and engage in cooperative efforts exceeding current frameworks like that of the World Bank's NBI.

Irrigated agriculture remains to be the main option to boost the economy in Sudan in general. It can rise the living standard of the majority of the population; particularly those who are attached to farming and livestock. With the expected increase in population in the next decades, water management of large irrigation systems will become a key issue to increase productivity and assure future food security. Sediment transport in irrigation canals makes water management very complicated. This study focuses on water management in Gezira Scheme, Sudan. This scheme is irrigated from the Blue Nile River, which is characterized by a high sediment concentration. The aim of the study was to reduce the impact of fine sediment deposition in irrigation canals by improving the operation and maintenance procedures. A numerical model has been developed to simulate the cohesive sediment transport in irrigation canals. This model is a useful tool for the operators and decision makers to assess different options of operation in terms of sediment transport. This study found that sediment deposition in the canals can be minimized if the operation based on crop water requirement is adjusted at a certain period during the flood season.

The objective of this research is to improve the cost-effectiveness, reliability and resilience of water supply system operation through the utilization of ensemble forecasting and optimization of the operating policies. For the effective operation of a multi-reservoir water supply system skillful inflow and outflow forecasts are required. To that end, this research first assesses the value of medium-range ensemble precipitation forecasts generated with the HEFS developed by the US NWS in increasing skill and lead time of ensemble inflow forecasts. The skill of reservoir outflow forecasts is then assessed using three different models with varying complexity. Also assessed in the above is the relative importance of meteorological, hydrologic and reservoir modeling uncertainty in outflow forecasts. Lastly, the proposed policy modifications were optimized via global sensitivity analysis using the variance-based Sobol method to improve cost-effectiveness of the system operation further. The analysis results identify influential policies, assess their impact on the cost response of the system operation, and determine policy modifications. Main conclusions of this research follow below. Compared to using only the 72-hr RFC QPF, the use of the medium-range precipitation forecasts from GEFS increases skill and lead time of mean daily inflow forecasts from HEFS by up to 3 days for significant events. The HEFS-produced multi-daily inflow forecasts are significantly more skillful than the daily inflow forecasts, and extends the lead time of skillful forecasting further. It is demonstrated that the use of the HEFS-produced ensemble inflow forecasts results in significant savings in mean annual pumping cost, compared to the TRWD's current practice of inflow forecasting. Among the three reservoir models considered in this work, RiverWare provides the largest skill in MEFP-GEFS-forced outflow forecasts. It is shown that meteorological, hydrologic and reservoir modeling uncertainties are comparably importance in improving skill of reservoir outflow forecasts. However, the decomposition of total predictive uncertainty into the above three indicates that the relative importance varies significantly with lead time and among different reservoir models. Evaluation of reservoir outflow forecasts for specific large outflow events shows that, although the reservoir outflow forecasts forced by the HEFS inflow forecasts are not probabilistically unbiased for very large to extreme events, the ensemble spread of the outflow forecasts is generally able to encompass the observed pool elevation and outflow. As such, the HEFS inflow forecasts provide additional critical information not available from single-valued forecasts for risk-based decision making in reservoir operations.Among the five operating policies selected for considered for modification, only one or two exert large influence on the cost for a given year. The influential polices, however, vary very significantly from year to year. The cost response of the system to policy modifications is complex and shows large interannual variations. Hydroclimatic conditions, storage states, inflow, and demand largely determine the influential policies and their modifications. It is shown that annually-varying, or dynamic, determination of policy modifications offer significantly larger potential for cost savings than using optimized, but fixed, policy modifications.
