Die Theoretische Grundlage liefert der Ansatz des französischen Philosophen und Soziologen Michel Foucault. Es wird ein kurzer Überblick über die Epoche des Poststrukturalismus gegeben, in die das Lebenswerk Foucaults einzuordnen ist. Anschließend wird auf seine historische Diskursanalyse eingegangen, welche ein großes Repertoire an Werkzeugen bietet, um Diskurse in ihrer Entstehung zu analysieren. Dabei spielen die Begriffe Macht und Diskurs eine entscheidende Rolle. Im Anschluss an die theoretischen Überlegungen erfolgt die historische Diskursanalyse am Beispiel der Europäischen Union. Die Europäische Union, und speziell die Umweltpolitik eignen sich besonders gut, weil sie als Ergebnis eines Diskurses verstanden werden können.
