This book explores how language constructs the meaning and praxis of security in the 21st century. Combining the latest critical theories in poststructuralist and political philosophy with discourse analysis techniques, it uses corpus tools to investigate four collections of documents harvested from national and international security organisations. This interdisciplinary approach provides insights into the ways in which discourse has been mobilised to construct a strategic response to major terrorist attacks and geo-political events. The authors identify the way in which it is used to realize tactics of governmentality and form security as a discipline. This at once constructs a state of exception while also adhering to the principles of liberalism. Michel Foucault’s concept of governmentality originated in a lecture series in the late 1970s at the Collège de France and soon became the basis for a range of historical and contemporary studies across the social sciences and humanities. The concept in part rests on a simple but powerful idea that links government to the freedom of the subject in a novel understanding of liberal politics. It also provides an analytics of power based on the examination of actual practices. This is the first collection to use Foucault’s concept in relation to the field of education where it has a natural home given that much educational theory and practice in the liberal tradition at least since Kant has been directed at the goals of autonomy and self-government. The volume has three sections: a general section on Foucault and governmentality with contributions from some of the world’s leading scholars in the area, including Colin Gordon, Jacques Donzelot, and Thomas Lemke; and two sections devoted to governmentality and education, the first outlining Anglo-American perspectives, the second, focusing on European perspectives, with contributions from leading scholars such as Tom Popkewitz, James Marshall, Tom Osborne, Michael Peters, Mark Olssen, Tina Besley, Hermann J. How relevant is Foucault’s social thought to the world we inhabit today? This collection comprises several essays considering the contemporary relevance of the work of Michel Foucault. While Foucault is best remembered for his historical inquiries into the origins of “disciplinary” society in a period extending from the 16th to the 19th centuries, it seems that today, under the conditions of global modernity, the relevance of his ideas are called into question. With the increasing ubiquity of markets, the break up of centralized states and the dissolution of national boundaries, together with new scientific and political discourses on biological life, the world of today seems far removed from the bounded, disciplinary societies Foucault described in his most famous books. Yet in recent years, it has become apparent that Foucault’s thoughts on modern society have not been exhausted, and, indeed, that much remains to be explored. Within this volume, novel interpretations and thematic developments of key Foucauldian concepts are presented in the works of 24 authors. Prominent among them are new forms of neoliberal economic conduct framed by distinct governmentalities; new critical concepts of biological life reflected in Foucault’s analysis of biopower, and new theoretical treatments of the effects of subjectivation.
