"Although the friendship between George Washington and James Madison was eclipsed in the early 1790s by the alliances of Madison with Jefferson and Washington with Hamilton, their collaboration remains central to the constitutional revolution that launched the American experiment in republican government. Washington relied heavily on Madison's advice, pen, and legislative skill, while Madison found Washington's prestige indispensable for achieving his goals for the new nation. Together, Stuart Leibiger argues, Washington and Madison struggled to conceptualize a political framework that would respond to the majority without violating minority rights. Stubbornly refusing to sacrifice either of these objectives, they cooperated in helping to build and implement a powerful, extremely republican constitution. Observing Washington and Madison in light of their special relationship, Leibiger argues against a series of misconceptions about the two men. Madison emerges as neither a strong nationalist of the Hamiltonian variety nor a political consolidationist; he did not retreat from nationalism to states' rights in the 1790s, as other historians have charged. The first full account of the relationship between George Washington and Thomas Jefferson, countering the legend of their enmity while drawing vital historical lessons from the differences that arose between them. Martha Washington’s worst memory was the death of her husband. Her second worst was Thomas Jefferson’s awkward visit to pay his respects subsequently. Indeed, by the time George Washington had died in 1799, the two founders were estranged. But that estrangement has obscured the fact that for most of their thirty-year acquaintance they enjoyed a productive relationship. Precisely because they shared so much, their disagreements have something important to teach us. In constitutional design, for instance: Whereas Washington believed in the rule of traditional elites like the Virginia gentry, Jefferson preferred what we would call a meritocratic approach, by which elites would be elected on the basis of education and skills. And while Washington emphasized a need for strong central government, Jefferson favored diffusion of power across the states. Still, as Francis Cogliano argues, common convictions equally defined their relationship: a passion for American independence and republican government, as well as a commitment to westward expansion and the power of commerce. They also both evolved a skeptical view of slavery, eventually growing to question the institution, even as they took only limited steps to abolish it. What remains fascinating is that the differences between the two statesmen mirrored key political fissures of the early United States, as the unity of revolutionary zeal gave way to competing visions for the new nation. In order to make the case against the so-called Legal Enforcement of Morals, and to grasp the complex relationship between law and morality from a liberal point of view, it is not enough to reject a pattern of happiness, or of human flourishing, from which to draw normative instructions for men and women - it must be recognized that integration of individuals in the comprehensive groups, as well as in the political whole itself, is not the only valuable option. The fragile value of a relative lack of integration, a "right to unhappiness", turns out to be, eventually, what makes the weak, but decisive, moral primacy of liberal societies.
