The Internet has become a staple of modern civilized life, now as vital a utility as electricity. But despite its growing influence, the Internet isn't as stable as it might seem; rather, it can be best thought of as a network of networks reliant on developing technical and social measures to function, including hardware, software, standards, and protocols. As millions of new internet users sign on each year, governing bodies need to balance evolving social ideas surrounding internet use against shifting political pressures on internet governance--or risk disconnection. Four Internets offers a revelatory new approach for conceptualizing the Internet and understanding the sometimes rival values that drive its governance and stability. Four Internets contends that the apparently monolithic "Internet" is in fact maintained by four distinct value systems--the Silicon Valley Open Internet, the Brussels Bourgeois Internet, the DC Commercial Internet, and the Beijing Paternal Internet--competing to determine the future directions of internet affordances for freedom, innovation, security, and human rights. Starting with an analysis of the original vision of an "Open Internet," the book outlines challenges facing this vision and the subsequent rise of other internets popularized through political and monetary machinations. We are delighted to present the proceedings of the 12th Asia-Paci?c Network Operations and Management Symposium (APNOMS 2009), which was held in Jeju, Korea, during September 23–25, 2009. Recently, various convergences in wired and wireless networks, and conv- gence of telecommunications and broadcastings, are taking place for ubiquitous multimedia service provisioning. For example, broadband IP/MPLS wired n- works are actively converged with IEEE 802.11e wireless LAN, IEEE 802.16 Wireless MAN, 3G/4G wireless cellular networks, and direct multimedia bro- cast (DMB) networks. For e?cient support of service provisioning for ubiq- tous multimedia services on the broadband convergencenetworks, well-designed and implemented network operations and management functions with Q- guaranteed tra?c engineering are essential. The converged network will open the way for a new world with emerging new businesses and computing services. The Organizing Committee (OC) selected “Management Enabling the Future Internet for Changing Business and New Computing Services” as the timely theme of APNOMS 2009. Contributions from academia, industry and research institutions met these challengeswith173papersubmissions,fromwhich41high-qualitypapers(23.7% of the submissions) were selected for technical sessions as full papers, and 32 papers were selected as short papers. From the perspective of the philosophy of science, this book analyzes the Internet conceived in a broad sense. It includes three layers that require philosophical attention: (1) the technological infrastructure, (2) the Web, and (3) cloud computing, along with apps and mobile Internet. The study focuses on the network of networks from the viewpoint of complexity, both structural and dynamic. In addition to the scientific side, this volume considers the technological facet and the social dimension of the Internet as a novel design. From this starting point, Johannes Thumfart analyzes the contemporary rise of digital sovereignty in Asia and Europe, alongside the establishment of private government within digital networks. He interprets these phenomena as indications of an emerging postliberal era. Thumfart engages with a wide array of empirical research and assesses liberal ideals such as state and net neutrality by discussing thinkers like Hegel, Schmitt, Mouffe, Taylor, Sandel, Fukuyama, Anderson, Jasanoff, and Girard, as well as network and rational choice theories. He contends that the internet's reification of liberal values has, paradoxically, subverted these values and catalyzed the transition to postliberalism. Thumfart suggests that instead of adhering to the traditional liberal focus on neutrality, states should adopt the more flexible approach of neutralization to respond to the complexities of this digital and postliberal era.
