Being the first building constructed for a State Normal School In America, and therefore erected without the results of the experience which have now admirably adapted the other three buildings to their use, it is small, poorly contrived, and inconvenient. 'n either its main school-room nor its recitation rooms 'meets essential wants. It has, also, now become impossible to warm the building with the means in use. The building is well located, and needs suitable enlargement and repairs to establish the school in as high prosperity as locality and other material conveniences can secure. Excerpt from Thirty-Fourth Annual Report of the Board of Education, 1871: Together With the Thirty-Fourth Annual Report of the Secretary of the Board The Board of Education of the State of Massachusetts submit to the legislature the following as their thirty-fourth Annual Report. The past year has been one of prosperity and advancement in the educational interests of the State. The Teachers' Institutes, under the efficient management of the Secretary and the Agent of the Board, have been well attended and successful. The quality of teaching is steadily improving, by reason of the employment of an increasing number of graduates Of our Normal Schools and higher institutions Of learning, and the general direct ing of attention, by means of institutes and educational publica tions and otherwise, to the subject of improved methods of instruo tion.' But there is still too much mere routine work on the part of teachers, and servile, unintelligent memorizing on the part of scholars less of words, and more of thought, is the essence of all improved systems of education. An important step of progress in our system of public education has been marked by the general introduction of drawing into our schools, and the establishment in the larger towns and cities of special classes for instruction in mechanical drawing, in pursuance of the Act passed at the last session of the legislature. Excerpt from Fourth Annual Report of the Vermont Board of Education: With the Report of the Secretary Made to the Board, September 1860 Teachers were hired, and teachers were paid. Scholars went to the school in the morning and returned home at night. But whether the work intend ed had been done, or not; whether the instruction sought had been obtained or not, few or none could tell. There was no practicable way of knowing. Few persons can, and-none will, enter into the gratuitous work of constant visitation of schools. It is no easy thing even for a man of intelligence and leisure, to find out very much about the school where his own children go, by personal inspection and inquiry. H e can ascertain something about the discipline and spirit of the school. He can obtain a general notion of the faithfulness and qualifications of the teacher; but the punctuality of at tendance, the habitual deportment and the daily progress of even his own children will remain, for the most part. Matters more of conjecture than of knowledge. The facts, with reference to the district as a whole, must, of course, be very inadequately understood. Extend the view over a town. Ship and the confusion becomes hopeless. Take in the whole commonwealth and the confusion is worse confounded; the reign of chaos and old night seems come agam.
