This major new book examines the way in which employment is managed across organizational boundaries. It analyses how public-private partnerships, franchises, agencies and other forms of inter-firm contractual relations impact on work and employment and the experiences of those working in these increasingly significant forms of organization. It draws upon research undertaken in eight separate networks comprising over 50 organizations to explore the fragmentating effects of contemporary changes in the organization of work and employment relationships. It considers the consequences of increased reliance upon inter-organizational mechanisms for producing goods and especially for delivering services. It argues that established analyses continue to rely too heavily upon a model of the single employing organization whereas today the situation is often more complex and confused. Public-private 'partnerships' are one high profile example of this phenomenon but private enterprises are also developing new relations with their clients and customers that impinge upon the nature of the employment relationship. Established hierarchical forms are becoming disordered, with consequences for career patterns, training and skills, pay structures, disciplinary practice, worker voice, and the gendered division of labor. The findings of the study raise questions about the governance of such complex organizational forms, the appropriateness of current institutions for addressing this complexity, and the challenge of harnessing of employee commitment in circumstances where human resource practices are shaped by organizations other than the legal employer. Using an analytical schema of three dimensions (institutional, organizational, employment) and four themes (power, risk, identity, trust), the authors adopt an inter-disciplinary perspective to address these complex and critically important practical, policy and theoretical concerns. Despite its geographic and industry expansion as part of the ongoing globalisation of service activity, temporary agency work (TAW) is relatively understudied. TAW is characterised by a distinct triangular structure where workers are typically hired by staffing or employment agencies while being ’dispatched’ to firms that use them as a type of temporary or non-regular labour. This agency-mediated labour dispatching, as a newly institutionalised industry, has registered rapid growth rates over recent decades across vast swathes of the globe. To a great degree, TAW is part of a wider structural transformation of work and employment under neoliberalism. Arguably, controversy over the expanding non-regular workforce is at its most acute when it comes to unsavoury labour-selling practices. In this connection, TAW is an exemplary field in which to examine today’s ’flexible’ capitalism and its concomitant phenomenon, i.e. ’inequality’. Featuring holistic and interdisciplinary perspectives, this edited collection provides a comprehensive overview of TAW, in an international context. It reveals how the TAW industry is intertwined with the changing relationship between the state, corporations and labour unions at the institutional-structural level, and also the perceptions and experiences of ordinary workers in everyday practice. This book presents an institutional ethnography of budgeting processes of commissioning contracts within welfare, education, and health ministries as case studies. With the historical surge in the power position of economic globalization organizations and their impact on public sectors’ withdrawal from the role of primary women’s employers, a gap between care worker employees and public sector administrators with respect to skill recognition has emerged in Israel. The book examines precisely how this gap is produced, enacted, and turned into a force that shapes the experiences of women in service and caring jobs. Increasingly more researchers are interested in the unexpected consequences of outsourcing; this account enters the Israel studies researchers’ debate over the extent to which the neo-liberalization of Israel had restructured its welfare orientation. Exposing the operation of service delivery in the gendering of women’s work may thus be intriguing for those participating in this debate. The analysis of the data presented here enables a portrayal of the negotiating and budgeting processes at work, which in turn sheds light on the salience of deskilling and de-professionalization to women’s disenfranchisement.

This open access book shows how to design labour rights to effectively protect digital platform workers, organise accountability on digital work platforms, and guarantee workers' collective representation and action. It acknowledges that digital work platforms entail enormous risks for workers, and at the same time it reveals the extent to which labour law is in need of reconstruction. The book focusses on the conceptual links – often overlooked in the past – between labour law's categories and its regulatory approaches. By explaining and analysing the wealth of approaches that deconstruct and reconceptualise labour law, the book uncovers the organisational ideas that permeate labour law's categories as well as its policy approaches in a variety of jurisdictions. These ideas reveal a lack of fit between labour law's traditional concepts and digital platform work: digital work platforms rarely behave like hierarchical organisations; instead, they more often function as market organisers. The book provides a fresh perspective for international academic and policy debates on the regulation of digital work platforms, as well as on the purposes and foundations of labour law. It offers a way out of the impasse the debate around labour law classification has reached, by showing what labour law could learn from digital law approaches to platforms – and vice versa.
