The aim of this framework is to guide countries in integrating and prioritizing health across humanitarian, development and peacebuilding efforts. It will support governments towards harmonization, complementarity and synergy of the efforts of HDPN partners (including donors and implementing agencies) relevant to health and will guide WHO in providing strategic and operational support to ministries of health. The document: - defines a framework for operationalizing integration and prioritization of health in the HDPN, outlining cross-cutting areas of change, requirements and guiding principles; - outlines the roles and responsibilities of key sectors and stakeholders at continental, regional, national and subnational levels; - provides recommendations for operationalization of the framework with the goal of attaining collective health outcomes. This framework is designed for WHO Member States in Africa, ministries of health and other relevant ministries, national and subnational entities, the African Union Commission and its organs, the regional economic communities, the WHO Secretariat, relevant partners (donors and implementing agencies), and bilateral and multilateral partners engaged in humanitarian, development, peace and security activities in Africa. It also emphasizes collaboration with communities, civil society and the private sector. The framework can be adapted and applied in countries beyond Africa.

Health system recovery from disruptive events presents a window of opportunity for substantial improvements, applying lessons from ongoing or past experiences with shocks to build back better. Therefore, in addition to facilitating restoration to the pre-shock state, health systems recovery processes including planning can also address pre-existing and ongoing gaps, weaknesses and inequities by facilitating continuous and systematic improvement leading to better performance and resilience. This WHO technical product aims to support countries to prioritize and mainstream health system recovery through effective planning as part of efforts to build health system resilience in support of universal health coverage, health security and socioeconomic development. While this document is developed for application in recovery context, it is adaptable to other health system strengthening and reform processes initiated in recognition of gaps in health system functions, not necessarily in the context of a shock event. Health system resilience is not an inevitable byproduct of any investment in health but must be intentionally programmed and developed with necessary input, investment and contextualization. This technical product aims to guide national, subnational and global health actors to operationalize the concept of health system resilience for advancement of universal health coverage, health security and ultimately better health for all. It supports the translation of relevant conceptual guidance and high-level recommendations into practical actions. The specific objectives are to: present a concise overview of the concept of health system resilience; provide a roadmap outlining practical and foundational steps for building health system resilience to be adapted to different contexts; share examples of actions and tools, including stakeholder roles, to support country application of the roadmap. The Evaluation of FAO’s contribution to the humanitarian–development–peace (HDP) nexus revisits and brings together in a coherent narrative the many approaches of conflict management and peace-sustaining work carried out over the years on natural resources management and rights-based frameworks. The Food and Agriculture Organization of the United Nations (FAO) has developed this three-year strategy to strengthen resilience of agriculture-based livelihoods in Nigeria under recurring threats from both conflict and natural hazard-induced disasters to better withstand shocks and thrive. The first one is the strengthening of the national institutions and their entities for disaster risk reduction, natural resources management and food crisis prevention and management in the agriculture sector.
